Comercio Internacional y PBI.Puede comprobar que se deduce del modelo anterior que en una crisis mundial se podria esperar que el comercio internacional descienda al mismo ritmo del PBI ; sin embargo, nos muestran las estadisticas que la contracción en el mismo es mayor a la del PBI. ¿Cómo podemos explicar este desarrollo? Pense incialmente que una especificación como la que detallo a continuacion podria generareste patrón:

luego se deduciria de esta formula que el modelo implicaria una reducción del comercio internacional similar a la del pbi.
Para explicar entonces la contraccion debemos alterar la especificación del comercio internacional. Si especificaramos las funciones de exportación y exe importacion de una forma simialr a la sugerida por el modelo de las dos brechas podríamos generae esta regularidad. Para verificarlo, sustituyan las expresiones (/) y (8) por la siguientes:

Con estas ecuaciones, y, asumiendo por simplicidad que rodos los parametros son iguales, tendriamos que el comercio internacional vendria dado por: X+M=m(Y+Y*)+mk(I+I*) , La solucion del modelo revi implica que la conlamibersion desciende a mayor ritmo que el pbi ; y,que el consumo lo hace a un ritmo menor. De la formula revisada del comercio puede deducir que para valores bastante acaeptables d elos paramtros la formula imlicaria una contraccion del comercio mayor a la del pbi.

Banco de Crédito Perú prevé menos préstamos en 2009 por crisis

(Reuters). El Banco de Crédito del Perú, el mayor del país, dijo el viernes que prevé para este año un crecimiento de entre 15 y 20 por ciento en su portafolio de préstamos, menor al anteriormente previsto debido a una desaceleración de la economía peruana.
La cartera de créditos del Banco de Crédito creció el año pasado un 27 por ciento, cuando la economía del país sudamericano se expandió alrededor del 9,0 por ciento.
Para este año, el Ministerio de Economía y Finanzas y el Banco Central prevén que Perú registre un crecimiento económico de alrededor del 5,0 por ciento.
“Los presupuestos originales que habíamos hecho para este año estaban más cercanos a alrededor de 20 (por ciento), si me preguntan ahora probablemente estaría un número debajo de 20 y encima de 15”, dijo el gerente general del Banco de Crédito, Walter Bayly, en una conferencia de prensa.
El Banco de Crédito es la principal unidad del holding financiero Credicorp , que registró en el cuarto trimestre una caída del 86 por ciento en sus ganancias, afectado por la turbulencia de los mercados y exposición al supuesto fraude del operador estadounidense Bernard Madoff.
Credicorp, que tiene una participación del 97,3 por ciento en el Banco de Crédito, realizó una provisión de 43,5 millones de dólares de sus ganancias para enfrentar la exposición de su unidad Atlantic Security Holding Corp al supuesto fraude.
Bayly subrayó que la provisión era suficiente y que la empresa no veía más cargas relacionadas al caso.
“No creemos que el tema (...) va a tener ningún impacto adicional en los estados financieros”, afirmó.

Minera Shougang invertirá 1.000 millones de dólares para ampliar producción

Lima (EFE).- El empresa china Shougang Hierro Perú invertirá 1.000 millones de dólares para ampliar su producción de hierro a 10 millones de toneladas anuales, anunció hoy su presidente Wu Bin, tras visitar al presidente Alan García.
La inversión se realizará este año en obras de ampliación de su planta de producción ubicada en el distrito de San Juan de Marcona, provincia de Nazca, en la sureña región Ica, a 460 kilómetros al sur de Lima.
Wu Bin agregó que la ampliación de su planta tiene previsto entrar en operación a fines del próximo año, según informó la agencia estatal Andina.
En declaraciones a la prensa, el empresario chino dijo que frente a la crisis financiera internacional, “es importante la inversión de las empresas, pues se generan ingresos y puestos de trabajo”, al tiempo de esperar convertirse en “ejemplo para que otras empresas sigan el mismo camino”.
El mandatario peruano recibió en Palacio de Gobierno al presidente de Shougang junto al embajador de China en el Perú, Gao Zheng Yue, tras lo cual siguió con su agenda privada de trabajo.

Es interesante que el doctor García recuerde que hay industria nacional y mercado interno justo en el momento en que la crisis internacional puede resentir las exportaciones y alterar la tasa de ganancia de los barones de Adex. En esa lógica, vamos a tener que atragantarnos de espárragos.
Es como si el Presidente dijera: “peruanos, ayuden a sus empresarios que ya no pueden colocar todas sus mercancías en el exterior; acabo de reparar en el hecho de que el Perú existe todavía y de que no era cierto que se lo había llevado un viento global”.
¿Vamos a Ripley a comprar peruano? ¿No es chino todo allí? ¿Y no es chino en Saga? ¿Chino y reetiquetado?
¿Ayudará a la causa comprar una lata de atún Florida, ese que alguna vez fue peruano?
¿En la chilena Sodimac habrá cosas peruanas? ¿O en la americana Home Center?
Y si me enfermo mucho, ¿a qué farmacia voy a consumir productos peruanos? ¿A la chilena Fasa? ¿A la chilena Inkafarma?
¿O quizá en la chilena Wong encuentre lo que espero?

Lo que cuenta una Big Mac

El índice sugiere que las monedas deben intercambiarse a la tasa que haga que precios de bienes internacionalmente comercializables sean iguales en diferentes países.
La última medición indica que en enero de 2009 una Big Mac costaba en E.U. US$3,54 y en Colombia US$3,11.
La tasa de cambio del peso colombiano respecto al dólar estadounidense ha retomado su senda devaluacionista. La caracterizó durante el segundo semestre de 2008, por lo menos hasta que el Banco de la República comenzó a realizar operaciones de contracción monetaria a partir de las reservas internacionales, según sus estadísticas semanales.
Dicha senda devaluacionista seguirá si continúa la contracción de la oferta de divisas y su demanda se mantiene mientras el ingreso no caiga suficientemente; a menos que una nueva intervención del Emisor la contraríe. Las razones de la menor oferta son obvias: menores valores de exportaciones por caída de precios internacionales, de remesas por desempleo en países desarrollados y de flujo de capitales por la crisis mundial.
Sin duda, la devaluación de la tasa de cambio ha generado competitividad en beneficio de los productores nacionales que exportan o que compiten con importaciones. Para algunos es suficiente. Recomiendan detenerla incluso reduciendo reservas internacionales. Su continuidad podría traducirse en una peligrosa inflación. Además, por cuenta de la devaluación la bolsa continuará cayendo y eso también perjudica a otras gentes.
Pero, ¿la devaluación ocurrida es suficiente? Es decir, ¿ha generado un nivel cambiario que permite competir internacionalmente, más aún cuando otros países, por las mismas razones, también están devaluando o restringiendo sus importaciones?
Afortunadamente existe una manera de comparar las tasas de cambio entre países y de medir cuán competitivas resultan internacionalmente: el “Índice Big Mac” de la revista The Economist. El mismo está basado en el concepto de “paridad del poder de compra”, el cual sugiere que las monedas deben intercambiarse a la tasa que haga que los precios de los bienes que pueden comercializarse internacionalmente sean iguales en los diferentes países.
La lógica del índice es simple. La hamburguesa Big Mac es un bien transable internacionalmente compuesto de una canasta amplia de productos: agrícolas (tomate, lechuga), pecuarios (carne), industriales (pan, condimentos, aceite) y de servicios (electricidad, mano de obra, etc.). Además, como es un producto estándar y se produce de manera similar en todo el mundo, cualquier diferencia en los precios domésticos no reflejaría diferencias en productividades; es decir, en todo el mundo se producen con la misma cantidad de insumos, mano de obra y máquinas. Para poder comparar internacionalmente dichos precios domésticos The Economist los convierte a dólares.
Como en todo el mundo la Big Mac es la misma, se elabora con la misma productividad y se vende en mercados muy competidos (hay muchos productores de hamburguesas), lo que finalmente hace la diferencia en el precio en dólares es la tasa de cambio de la moneda de cada país frente al dólar, lo cual reflejaría las diferencias entre países de los otros precios de factores e insumos.
Recientemente The Economist publicó su última medición. Ésta indica que en enero de 2009 una Big Mac costaba en China US$1,83, en E.U., US$3,54 y en Colombia, US$3,11. De tal modo, las tasas de cambio en China y Colombia estaban sobredevaluadas en 48 y 12%, respectivamente.
La situación era distinta en julio de 2008. Entonces, el precio en dólares de una Big Mac colombiana sugería que la tasa de cambio en esa fecha era desfavorable en 9%, mientras que la tasa de la moneda china era favorable en 48,7%.
De tal modo, mientras que en enero de 2009 la diferencia de competitividad cambiaria de la moneda colombiana frente a la China, el principal competidor mundial con quien hay que compararse, era de 36,3 puntos porcentuales en favor de los chinos, en julio de 2008 era de 57,7 puntos. Mejor dicho, aunque entre julio de 2008 y enero de 2009 se produjo una notoria mejoría en la competitividad del peso colombiano, aún no se ha devaluado suficientemente.
En ese contexto, aun después de la devaluación ocurrida, no es una sorpresa que a los colombianos les resulte muy difícil competir con los productores chinos; mucho peor en julio de 2008. Así, la tasa de cambio colombiana debería continuar devaluándose hasta encontrar un nivel de competitividad adecuado y luego mantenerlo como hacen los chinos. Si produce inflación, será por una sola vez y será el costo de volverse más competitivo.
La cuestión es importante: la crisis de las economías estadounidense, europea, japonesa y de la venezolana y ecuatoriana está reduciendo sus importaciones y si los productores colombianos no adquieren una adecuada competitividad cambiaria no podrán sustituirlas, más aún, serán desplazados por otros más competitivos.
Más grave, si a fin de reducir los efectos de la crisis se produce una expansión contracíclica del gasto fiscal, como prometen las autoridades, y la producción nacional no es suficientemente competitiva, dicha expansión no se traducirá en más producción ni más empleo sino en más importaciones.

En una nueva señal de que la crisis económica mundial se sigue expandiendo, Brasil anunció que su actividad industrial en diciembre sufrió su mayor caída mensual desde que se creó el índice de producción, en 1991.
La actividad de diciembre fue un 12,4% menor que la del mes anterior, una cifra que superó los pronósticos del mercado, que -pese a la evidente crisis económica global- no esperaban una caída tan brusca.
El índice también significó una contracción del 14,5%, en comparación a diciembre de 2007.
Sin embargo, el presidente de Brasil, Luiz Inácio Lula da Silva, aseguró que "la producción en diciembre siempre cayó en relación con otros meses".
"Y no estoy descartando que tengamos en enero, febrero y marzo meses difíciles, pero después va a mejorar", dijo, según la Agencia Estado brasileña.
Luiz Inácio Lula da Silva:
"Trabajo con la hipótesis de que podremos tener una contracción de la economía, pero seguramente no vamos a sufrir como otros países", añadió.
En su opinión, esto se debe a que su gobierno ha decidido fomentar las inversiones.
"No estamos salvando empresas, sino dándoles las condiciones para mantener sus planes de inversión", dijo.
El Instituto Brasileño de Geografía y Estadísticas (IBGE), que dio a conocer las cifras, indicó que hubo una caída en 25 de las 27 actividades industriales medidas.
La industria automotriz redujo su producción en 39,7% entre noviembre y diciembre.

Con las mediciones de diciembre, Brasil cerró 2008 con un crecimiento del 3,1%, gracias sobre todo al impulso de la primera mitad del año.
El anuncio de que la principal economía de América Latina sufre una fuerte desaceleración prendió señales de alerta en la región.

Juan Carlos Lascurain, presidente de la Unión Industrial Argentina -el principal socio latinoamericano de Brasil- admitió sentir "preocupación", aunque señaló que aún faltaba "esperar a que pasen los primeros meses del año para tener un panorama certero".
Pero para el economista argentino Ernesto Kritz, el hecho de que la caída en la producción haya sido tan brusca, sumado a otros factores como el anuncio reciente de Brasilia de que se perdieron cerca de 650.000 puestos de trabajo en diciembre, habla de un mal pronóstico.
"Esto es un indicador de que la economía brasileña puede estar en recesión", dijo a BBC Mundo.
Según el experto, lo que pasa en Brasil siempre afecta a sus vecinos, porque el país "ha sido el motor de crecimiento regional".
Pero para Kritz el impacto va aún más lejos: una posible recesión brasileña significa no sólo un dolor de cabeza para América Latina, sino que "es una preocupación para la salida de la crisis en el mundo".
Además cree que es un nuevo indicio que echa por la borda la teoría del "desacople", según la cual los mercados emergentes no se verían afectados por la crisis financiera en los principales mercados mundiales.

La información estadística que hemos podido conocer en esta última semana con claridad nos revela que hemos ingresado a una nueva fase de la crisis económica. Si la característica distintiva de la primera fase fue el colapso financiero, ahora, la acción se ha trasladado al sector real de la economía. Las estadísticas económicas con claridad nos muestran que la paralización del crédito ha afectado fundamentalmente a los sectores más dinámicos de la economía mundial. Habrían podido observar que el descenso de la producción es más intenso en Asia y en
Este patrón de descenso en la demanda ha determinado una drástica reducción en las exportaciones de todas las economías asiáticas. Como todas ellas basan su crecimiento en las exportaciones y su sector industrial se orienta básicamente hacia el exterior no es sorprendente que sea en esta región del mundo donde se observen las reducciones más drásticas en el empleo, los índices de producción industrial, y, el producto bruto interno. En efecto, las últimas estadísticas n os muestran que las consecuencias del ajuste han sido drásticas en todos estos países. Sin embargo, también puede ser importante par el Perú analizar la reducción que se ha registrado en el consumo conspicuo, porque esta reducción puede afectar directamente al Perú, ya que muchas de nuestras exportaciones no tradicionales se orientan hacia este sector. Sin duda, el origen fúndame tal del crecimiento en la demanda de consumo conspicuo esta ligada al crecimiento del sector financiero y a la concentración del ingreso que ha habido en los últimos años. De manera, que no debe sorprendernos que con el colapso de la banca d inversión haya provocado un colapso en la demanda por este tipo de bienes y en la gama de industrias y servicios que satisfacían esta necesidad. Como varios de los productos textiles y agroindustriales que exporta el Perú se orientan a este sector no debería sorprendernos en modo alguno el desastroso de nuestra industria textil. Es probable que, en los próximos meses, comencemos a ver similares efectos en el sector agroindustrial. También el colapso de la banca de inversión ha provocado un colapaso en la demanda de servicios informáticos, pues este sector es el mayor demandante de información.
El descenso en la demanda de bienes durables y en la inversión bruta fija t afecta directamente la demanda de metales. Por esta razón, serán estas materias primas las que experimenten en el 2009, los peores desvenos. En América del Sur, Chile y el Perú, serán las economías mas afectadas. El descenso en los precios reducirá el flujo de inversión directa extranjera pero no necesariamente la cantidad producida que incluso, en el corto plazo, puede aumentar, porque las minas suelen explotar los yacimientos más ricos cuando caen los precios. Esta respuesta, sin embargo, puede provocar una gran acumulación de inventarios en el mercado y prolongar por varios años la recuperación en los precios. Es probablemente, por esta razón, que el precio de los metales industriales continué desciendo incluso si se recupera Estados Unidos a finales del 2009.

Según estimaciones de la Organización Mundial de Comercio (OMC), el comercio mundial tuvo en 2008 un crecimiento del 4% a causa de la crisis económica y financiera, por debajo del +5,5% de 2007 y el +8,5% de 2006.
Varios indicadores confirmaron este lunes la mala marcha del sector automovilístico en distintos países. En Japón, las ventas de vehículos nuevos, sin contar los minivehículos, cayeron un 27,9% interanual en enero, sexto mes consecutivo de baja, y alcanzaron su nivel más bajo en 41 años, según la Asociación Japonesa de Concesionarios de Automóviles (Jada).
En España las ventas de automóviles cayeron un 41% en enero, indicó la Asociación Española de Fabricantes de Automóviles (Anfac). En el mismo mes, la caída fue en Italia de 32,6% y de 7,9% en Francia.
Brasil, por su lado, registró en enero de 2009 su primer saldo negativo de balanza comercial desde marzo de 2001, por 518 millones de dólares, informó este lunes el Ministerio de Desarrollo.
En Corea del Sur, las exportaciones se derrumbaron el pasado mes, con una caída de 32,8% respecto al mismo mes del año anterior, deprimidas por la fuerte reducción de la demanda, sobre todo en China.
También en China los indicadores son inquietantes: la producción manufacturera siguió cayendo en enero, según el Índice de Directores de Compra (PMI) de la sociedad Markit.
La degradación de la situación económica en China se ha traducido en un aumento del desempleo. Unos 20 millones de obreros inmigrantes carecen de trabajo debido a la crisis, anunciaron las autoridades, que temen un recrudecimiento de las tensiones sociales.
El primer ministro chino, Wen Jiabao, dijo al diario Financial Times que el país ha de tomar "medidas extraordinarias" para reanimar la economía del país, más allá del plan de estímulo de 580.000 millones de dólares anunciado en noviembre.
En Europa, el Índice de Directores de Compra (PMI) del sector manufacturero en la zona euro quedó en enero en 34,4 puntos, frente a los 33,9 puntos de diciembre, y sigue aún muy lejos del umbral de 50 puntos, lo que significa que la producción sigue reduciéndose.
En Francia, el primer ministro del país, François Fillon, dio a conocer "en concreto" su plan de reactivación de la economía, de 26.000 millones de euros, pero reconoció que podría ser insuficiente para evitar la recesión y el aumento del desempleo.
El Gobierno alemán admitió que las nacionalizaciones e incluso las expropiaciones eran opciones posibles para el rescate de ciertos bancos.
En Estados Unidos, los gastos de consumo de los hogares descendieron en diciembre por sexto mes consecutivo, en un 1% con relación a noviembre, superando las previsiones de los analistas, según cifras oficiales corregidas.
La actividad en la industria estadounidense siguió además reduciéndose en enero, según el índice de directores de compra del sector publicado este lunes por la asociación profesional ISM.
El Senado estadounidense se dispone a debatir este lunes el plan de reactivación económica impulsado por el presidente del país, Barack Obama, de un monto de 819.000 millones de dólares.
En el capítulo bursátil, los malos indicadores eran generales este lunes.
En Asia, la Bolsa de Tokio perdió 1,5% y la de Hong Kong otro 3,14%.
Hacia las 17H50, el Dow Jones perdía 0,19%, aunque el Nasdaq ganaba 1,37%.
Las Bolsas europeas cerraron en rojo: Fráncfort -1,55%, Londres -1,73%, París -1,48% y Madrid -2,57%.

Obama Should Nationalize U.S. Banks, Krugman Says (Update1)
By Brian Swint Feb. 2 (Bloomberg) -- President Barack Obama shouldn’t hesitate to nationalize the banks that need to be bailed out, Nobel Prize-winning economist Paul Krugman said. “If taxpayers are footing the bill for rescuing the banks, why shouldn’t they get ownership, at least until private buyers can be found?” Krugman wrote in a column in the New York Times published today. “But the Obama administration appears to be tying itself in knots to avoid this outcome.” His remarks echo those of Nassim Nicholas Taleb and Nouriel Roubini, who said last week that nationalizations will be necessary to bring the U.S. banking system out of insolvency. Obama will require banks to bolster lending in return for government aid, lawmaker Barney Frank said yesterday, stopping short of taking full ownership. Krugman said the U.S. government’s rescue plan appears to put banking risk with taxpayers when loans go bad while giving the rewards to executives and shareholders when things go well. He cited newspaper reports that Obama’s rescue plan will include government purchases of troubled bank assets and guarantees against losses. Treasury Secretary Timothy Geithner said on Jan. 28 that U.S. officials will “do our best” to preserve the banking system run by private shareholders. Global economic growth will come close to a halt this year as more than $2 trillion of bad assets in the U.S. help sink economies from there to the U.K. and Japan, the International Monetary Fund said last week. The world’s largest economy may shrink at a 5.5 percent annual pace this quarter after contracting at a 3.8 percent rate in the fourth quarter, according to a forecast by economists at Morgan Stanley in New York. C'est bien l'exploit du pilote d'US Airways que les gouvernements occidentaux doivent rééditer avec des banques aux moteurs coupés. A une exception près : il faut immédiatement faire redécoller l'appareil et le crédit avec. Or, après plus de 800 milliards d'euros de dépréciations financières depuis le début de la crise financière à l'été 2007, la principale passagère de l'engin, l'économie mondiale, se demande toujours si elle arrivera vivante au bout du voyage. Les plans de sauvetage (1.800 milliards d'euros en Europe et 2.100 milliards de dollars aux Etats-Unis) et l'injection effective de plus de 700 milliards d'euros de capitaux à ce jour par les Etats et les investisseurs privés sont tout juste parvenus à éloigner momentanément le spectre d'un effondrement du système financier. Si bien que, de Jacques Attali à George Soros, des voix de plus en plus nombreuses s'élèvent pour que les Etats passent à la suite logique : la nationalisation des banques. Ses partisans tirent leur argumentaire de l'évidence même : sous perfusion permanente des banques centrales et des Etats qui remettent sans arrêt des fonds ou garantissent les pertes à venir, les banques ne sont plus que des façades. « Elles cherchent avant tout à limiter les prêts afin de se désendetter. Leur intérêt objectif va contre celui de la collectivité qui est de faire redémarrer le crédit dans les secteurs qui en ont le plus besoin », estime l'économiste Elie Cohen qui plaide en faveur d'une « entrée de l'Etat au capital des banques qui font appel à de l'argent public, voire leur nationalisation, y compris en France » (1). Car le diagnostic ne vaut pas que pour les banques américaines, anglaises ou allemandes. Nationalisation ou dépression, tel n'est pourtant pas le choix qui s'offre aux gouvernements. Remettre les clefs des banques aux Etats ne résoudra pas en effet les deux questions centrales de la crise demeurées sans réponse. La première concerne la vérité des prix des actifs toxiques encore logés dans les bilans. La création d'une « bad bank » qui les rachéterait favoriserait la transparence. « Impossible », répondent dirigeants et politiques. Reprendre ces portefeuilles douteux à leur « juste prix » finirait de mettre les banques à terre, assurent les premiers. Les céder à des prix plus élevés reviendrait à « nationaliser les pertes et privatiser les profits », craignent les seconds. La nationalisation permettrait de sortir de cette quadrature du cercle, estiment ses promoteurs en s'appuyant sur le succès relatif de la Suède. En prenant le contrôle de ses principales banques au début des années 1990, Stockholm a pu récupérer 58 % du coût du sauvetage. C'est toutefois oublier que l'expérience a été de courte durée (quatre ans au lieu des quinze prévus) grâce à une reprise économique mondiale aujourd'hui improbable. L'histoire regorge en revanche d'échecs de la gestion publique d'institutions financières, des banques régionales en Allemagne qui sont tombées dans le piège du « subprime » au scandale du Crédit Lyonnais en France. « Mettre le pouvoir de décision et celui de régulation entre les mêmes mains accroît le risque systémique », observe Noël Amenc, professeur de finance à l'Edhec. Cet écueil, souligne-t-il, est d'autant plus évitable que les Etats disposent des outils (actions préférentielles notamment) pour recapitaliser les banques sans en prendre le pouvoir. Ils peuvent aussi garder la possibilité de profiter d'un retour à meilleure fortune, à travers des bons de conversion ultérieurement cessibles à des investisseurs privés désireux de participer à la restructuration du secteur. Cette voie n'est toutefois praticable qu'à condition de clarifier la deuxième interrogation : de quels capitaux les banques ont-elles besoin ? Effrayée par les pertes encore à éponger, la Bourse réclame qu'elles portent leur minimum de fonds propres « durs » (« Tier-1 ») à hauteur de 8 % à 9 % des encours, quand la réglementation le fixe à 4 %. « Cette exigence est contre-productive. Les coussins au-delà du minimum de 4 % sont faits pour gonfler en période de prospérité, et diminuer dans les crises », estime Noël Amenc. Lui suggère d'abaisser à 3 % le ratio réglementaire afin de créer un « choc psychologique » sur les marchés (2). La mesure aurait évité aux Etats d'injecter 250 milliards de dollars dans les banques depuis octobre dernier. RIO TINTO-CHINALCO
[ 02/02/09 - 08H59 - AFP ] Le groupe minier anglo-australien Rio Tinto a confirmé lundi avoir engagé des discussions avec le géant public chinois de l'aluminium Chinalco, au sujet d'une éventuelle levée de capitaux de plusieurs milliards de dollars.Rio Tinto confirme avoir engagé des discussions avec Chinalco
Chinalco est d'ores et déjà actionnaire à hauteur de 9% de Rio Tinto, qui cherche actuellement à réduire le montant de sa dette de 38,9 milliards de dollars en attirant de nouveaux capitaux.
Rio Tinto voudrait réduire sa dette de 10 milliards de dollars d'ici à la fin 2009, et envisage pour cela divers moyens: que ce soit des ventes d'actifs, la vente de titres ou l'émission de nouveaux titres.
Cette confirmation suit des révélations de presse des hebdomadaires britanniques Sunday Times et Sunday Telegraph, qui parlaient respectivement dimanche de montants de 9 et 15 milliards de dollars (7 et 11,71 milliards d'euros).
"Rio Tinto confirme avoir engagé des discussions avec Chinalco au sujet d'une acquisition par Chinalco de parts minoritaires dans divers secteurs d'activité du groupe Rio Tinto ainsi que de titres (Rio Tinto) convertibles", a déclaré le groupe anglo-australien dans un communiqué lundi.
"Il n'y a pas de certitude qu'une transaction va finalement bien avoir lieu, et toute éventuelle transaction serait conditionnée à l'approbation des actionnaires de Rio Tinto et à l'obtention de toutes les autorisations administratives et gouvernementales nécessaires", ajoute ce communiqué.
Rio serait sur le point de céder à Chinalco des actifs estimés à 8 milliards de dollars, actifs qui permettraient à Chinalco de prendre pied en Australie, selon le quotidien australien The Australian de lundi, qui parle d'un montant global de 15 milliards de dollars.
En 2008 Chinalco, de pair avec l'américain Alcoa, a acheté 12% des titres Rio Tinto cotés à Londres pour 14 milliards de dollars.
Rio Tinto doit publier ses résultats annuels le 12 février.
Le groupe suisse Xstrata, concurrent direct de Rio Tinto, a annoncé jeudi vouloir lever environ 4,1 milliards de livres (5,9 milliards de dollars, 4,4 milliards d'euros) pour éponger sa dette et faire face à des résultats 2008 en chute.

Peru-2008 Article IV Consultation and Fourth Review and Inflation Consultation under the SBA Concluding Statement of the Mission
December 12, 20081. Peru's strong economic performance owes much to prudent macroeconomic policies and reforms under a favorable external environment. Sustained fiscal surpluses have been the backbone of this success, supported favorable terms of trade and a prudent conduct of monetary policy, which while underpinned by inflation targeting, has also aimed at carefully balancing risks associated with high financial sector dollarization. Important structural reforms have been advanced to expedite public investment, entrench fiscal stability and public debt sustainability, enhance the resilience and depth of the financial system and capital markets, reduce labor market informality, and further open the economy to external trade and innovation. These efforts have helped reduce poverty and economic vulnerabilities significantly and have established the basis for high economic growth and a sustainable improvement in living standards, all of which have been recognized by the achievement of investment grade status.
2. The economy has been enjoying its longest expansion on record, with rising inflation. After posting a 10 percent increase in the first three quarters of 2008, recent indicators suggest that real GDP growth would decelerate in the fourth quarter of 2008, and would end at around 9½ percent for the year as a whole. Private investment and consumption have led most of the way, but a significant acceleration of public investment-particularly by subnational governments-has also been an important contributing factor. A deterioration in terms of trade and net exports should shift the external current account from a surplus of 1.4 percent of GDP in 2007 to a deficit of 3.3 percent of GDP in 2008. While still one of the lowest by regional standards, inflation has risen markedly this year and is projected at 6½ percent by end-year. Most price pressures have been external (imported inflation rose by 8½ percent in 2008), and more recently, the strong pace of domestic demand has pushed up core inflation (excluding food and fuels) to 3¾ percent.
3. Prudent policies have been essential to buttress the strong performance.For the third consecutive year, the nonfinancial public sector is projected to register a surplus, estimated at 2.1 percent of GDP in 2008. Notwithstanding a reduction in the pace of spending in the second half of the year, the fiscal stance was expansionary for the year as a whole-by about 1.3 percentage points of GDP. This was driven by an increase in public investment in real terms of about 50 percent to reduce the infrastructure gap and address social needs, as well as by the repayment of 0.6 percentage points of GDP of liabilities under the Fuel Price Stabilization Fund (FEPC). Fuel subsidies have been eliminated through adjustments to the band price and the sharp decline in imported fuel prices. The government has taken advantage of the decline in oil prices to increase excise taxes on selected domestic fuel prices substantially, unwinding reductions implemented when prices were rising in recent years. In response to rapidly expanding domestic demand and rising core inflation, monetary policy had been gradually tightened since mid-2007, through policy interest rate and higher reserve requirements. However, in response to the global financial crisis, the Central Reserve Bank of Peru (BCRP) has kept bank policy rates on hold since October, lowered reserve requirements, intervened in the foreign exchange market, and placed repos (up to one year) and swaps in order to maintain adequate levels of liquidity in the domestic banking system, and limit pressures on the domestic currency and risks from high dollarization.
4. These policies have also helped mitigate the impact of the global financial crisis on Peru. After peaking in October, interbank rates have returned to pre-crisis levels and credit to the private sector has continued growing robustly in the year to October. Credit to the private sector has accelerated in October, particularly for the corporate sector, partly as a result of tighter financing faced abroad and in domestic capital markets, and indicators for November confirm stable liquidity conditions and still rapid credit growth. The government yield curve has also returned to pre-crisis levels. Equity prices have also recovered somewhat, but remain 60 percent below end-2007 levels. Deposit dollarization has also increased in recent months, although it still remains on a declining path in the past two years. Large official reserves and strong financial soundness indicators for the banking system, along with banks' limited reliance on external funding (at about 15 percent of total assets and about two-thirds long term), have helped buffer Peru from the sharp financial sector turbulence witnessed in many other countries.
5. Medium-term prospects are favorable and require preserving prudent policies and dealing with long-standing structural challenges. With heightened risks stemming from the global economy, preserving the high quality of macroeconomic policies is essential to sustain high growth, low inflation, external stability, and poverty alleviation over the medium term. Peru has become a more open economy, and continued capital deepening should enhance productivity-necessary conditions to generate strong employment growth and higher real wages. These efforts should be further complemented by reducing high labor market informality and improving the quality of public investment and social spending across all government levels to alleviate infrastructure and social gaps, and thus support ongoing export diversification and poverty alleviation. Strengthening public institutions, advancing administrative simplification and education attainment, would also help boost human capital and entrench high total factor productivity growth.
6. Peru's outlook for 2009 remains favorable while subject to an unusual degree of uncertainty associated with the depth and duration of the global slowdown. Recent indicators suggest that the economy has begun to slow and the pace of economic growth is expected to slow through the first half of 2009. While the risks of a more sharp and sudden slowdown are difficult to gauge at this juncture, the economy's underlying strength and diversified growth base, along with the marked growth in public investment that has taken place in 2008-expected to be sustained in 2009-provide an important buffer. The Peruvian economy would continue to grow among the fastest in the world economy in 2009, with real GDP growth projected at 6 percent-reflecting a slowdown in private investment and net exports. With global price disinflation already underway and imported food prices expected to decline by 3½ percent in 2009, inflation should decelerate to 2.8 percent by end-2009, within the 1-3 percent target range. A more protracted and severe global slowdown would bring downside risks to growth, inflation, and the balance of payments, particularly in the second half of 2009 and early 2010.
7. Macroeconomic policies need to remain focused on achieving a soft-landing. This will require a delicate balancing act between the risks associated with the global slowdown and the economy's underlying growth momentum, to ensure that it translates into more sustainable growth and lower inflation. Staff is of the view that achieving a neutral fiscal stance in 2009 would enhance macroeconomic stability while still allowing for an important increase in public investment, and would be consistent with an overall surplus of about 0.7 percent of GDP. With global price disinflation underway, monetary policy should use the opportunity to re-anchor expectations and reduce inflation to the 1-3 percent range during 2009. While recent indicators confirm signs of disinflation, the path of domestic demand could delay this process in the near term.
8. The authorities' announced Plan for Sustaining Economic Growth, Employment, and Poverty Alleviation in a Global Crisis is an important step to bolster domestic business confidence. The authorities have announced a set of fiscal measures-equivalent to about 2½ percent of GDP targeted to support construction, micro and small enterprises, exporters, and social programs. These measures would be financed primarily by government deposits and credit lines from official creditors. In addition, the government has lined up access to contingent lines from official creditors that could amount up to $9¼ billion dollars, and would help boost economic growth by at least one percentage point. Staff is of the view that the Plan provides an important signaling of Peru's readiness to face the global crisis.
9. At this juncture, several of the measures contemplated by the authorities seem sufficient to buffer the economy from the global slowdown. As stated in the Plan, the authorities' decision to extend the execution of ongoing public investment projects through March 2009, as well as their intention to phase public investment more evenly throughout the year and boost resources under the FONIPREL (Fund for the Promotion of Regional and Local Public Investment), should help sustain a more expansionary fiscal policy in the first half of 2009. This, along with the recent reductions in reserve requirements and steady growth in credit to the private sector, should help ward off a sharp and sudden deterioration in private investment and net exports during this period. For 2009 as a whole, staff is of the view that a fiscal surplus of about 0.7 percent of GDP would allow automatic stabilizers to operate fully, while keeping growth in government consumption and public investment in line with the 2009 Budget. At present, a more aggressive discretionary countercyclical set of policies risks delaying some needed slowdown in domestic demand and a potentially sharper deceleration later on, with an ensuing weakening of credibility.
10. Were the global slowdown to be more severe and prolonged, the authorities would be in a position to implement cautious countercyclical measures. In particular, further reductions in reserve requirements and policy interest rates, along with further fiscal easing, reflecting automatic stabilizers, could be the first line of defense. The need for additional fiscal stimulus should be carefully contemplated and paced, and in the staff's view, a prudent stimulus could be financed with government savings accumulated in recent years. This policy response would be consistent with the authorities' intentions, as presented in their Plan.
11. The authorities' focus on strengthening the financial system and sustaining an orderly financial deepening is timely. Financial soundness indicators are strong and recent stress tests by the Superintendency of Banks confirm the financial system's overall resilience to a global slowdown, lower terms of trade, and market risks. Staff welcomes the authorities' decision to tighten prudential regulations on consumer loans and the implementation of new procyclical provisioning rules, given the risks stemming from still buoyant credit growth. Reforms to enhance the bank surveillance and intervention regimes, and to implement enhanced capitalization requirements in line with Basel II are also welcome and timely. Going forward, it will be important to continue monitoring the growth in nonperforming loans, particularly those to consumers and microenterprises, given the expected tightening of lending standards and the slowdown in economic activity. Priority should be given in 2009 to enacting the increase in minimum capital requirements for microfinance institutions to protect their strong capitalization, including for new entrants. The continued close monitoring of foreign operations of domestic banks more exposed to the global financial crisis is important. To address this risk and others related to large exposure to riskier operations (such as consumer and retail activities), consideration should be given to requiring financial institutions to increase their capital base, preferably with Tier-I contributions, as needed.
12. Staff welcomes the coordination between the Ministry of Finance, the Central Reserve Bank, and the Superintendency of Banks to strengthen the framework for crisis preparedness. The ongoing actions and plans to ensure adequate liquidity to the financial sector and capital markets are an important step forward to minimize systemic risks, and in the staff's view, should be complemented by a well-established mechanism and clear commitment to protect the central bank's balance sheet. Staff also encourages the authorities to recapitalize the Deposit Insurance Fund over the coming years through contributions by financial institutions. These measures could be supplemented by preparing contingency plans to deal with potential systemic solvency problems. Staff also encourages the authorities to align the supervisory framework for public financial institutions. Continuing with reforms to enhance the depth and resilience of the domestic capital markets, including through enhancing the coordination for their better oversight and improving competition for private pension funds will also be key.
13. There is also scope to further solidify the policy framework and the economy's ability to buffer shocks. To further bolster the credibility of the inflation targeting framework, priority could be given to enacting legislation that delinks the appointment of the central bank president and board members from the presidential cycle. In addition, the authorities' decision to reduce reserve requirements is appropriate, which would also help strengthen the signaling of the policy interest rate. Staff is of the view that the stronger macroeconomic fundamentals and improved balance sheets in the economy provide scope for greater exchange rate flexibility ahead, as external conditions permit. For this, it will also be critical to advance reforms that facilitate hedging in the economy, such as the issuance of regulations regarding the tax treatment of derivatives.
14. It will be important to begin the work toward institutionalizing the prudent fiscal policy of recent years. An important step in this direction would be adopting a medium-term expenditure framework that would also help improve expenditure management. Staff also encourages the authorities to prioritize the alignment of the expenditure limits in the FRTL and the Decentralization Law, in line with commitments under the program. At the same time, the adoption of a structural fiscal rule would formalize the broadly neutral fiscal stance of recent years and strengthen the credibility of fiscal policy by ensuring a balanced budget over the economic cycle. The formal adoption of such a rule could be gradual and brought explicitly into the budget process before it is formalized. To alleviate concerns on assessing the stage of the economic cycle, the authorities could consider establishing independent expert panels.
15. Efforts to strengthen the fiscal policy framework have been significant and it will be important that fiscal risks remain contained. Reforms to minimize fiscal risks, including the legal framework for Public-Private Partnerships, the alignment of the budget classification with international standards and the significant steps to enhance the comprehensiveness of the Treasury Single Account (TSA) are welcome. Going forward, it will be important to finalize the implementation of the TSA, as envisaged in the program, ensure a better integration of the budgetary process and implementing the recently approved fiscal accounting for PPPs. It will also be important to ensure that the reforms to the National System of Public Investment to facilitate project evaluation and execution do not undermine the quality of public investment, particularly at the subnational government level. Staff also sees potential fiscal risks on public finances stemming from a broad use of theBuild & Transfer program, and encourages the authorities to issue pertinent accounting norms. It will be important that the PPP framework and other initiatives involving the private sector maintain an adequate balance of risks between private and public sectors. In addition, to reduce fiscal risks associated with the FEPC, consideration should be given to making the price-band adjustment and settlement of liabilities more automatic or even liberalizing fuel prices over the medium term.
16. Broadening the tax base remains an important challenge ahead. With Peru's tax-to-GDP ratio low by regional standards and highly exposed to commodity revenues, it will be key to press ahead with reforms that broaden the tax base, including the taxation of capital gains. It is also critical to proceed with the 2007 reform of the tax exemptions planned for March 2009. Given the recent completion of the methodological guidelines for the assessment of such exemptions, staff encourages the Ministry of Finance to issue them promptly, in line with commitments under the program, and take the lead in advancing the assessment required by the law 977 to Ministries and other public agencies. Efforts to protect the integrity of the tax administration, including of indirect domestic taxes, and to strengthen auditing procedures and setting targets for noncompliance need to be sustained. In the current external environment, staff supports the authorities' intention to fully unwind the reduction in fuel excise taxes implemented since 2004 in line with environmental considerations.
17. Sustaining poverty alleviation would require continued efforts to improve the effectiveness of social programs. Despite the significant decline in poverty, staff analysis based on the National Household Survey confirms the reports of limited improvements in the targeting of several social programs. Staff welcomes the commitment in the 2009 Budget to link allocated spending to concrete improvements in social programs, as well as the intention to assess the successful cash transfer program Juntos and other large social programs, to further strengthen their effectiveness. It will also be important to prepare an assessment of universal programs, in line with the poverty strategy of March 2007. Regional disparities remain an important challenge, and the expansion of FONIPREL and the methodological changes to the allocation coefficients of FONCOR (Regional Compensation Fund) are a welcome step that should be complemented by reforms toward institutionalizing an equalization scheme.
18. Much has been accomplished in enhancing the business environment, but important challenges remain. Staff welcomes the implementation of the Micro and Small Business law, an important step towards reducing labor market informality. The reduction in tariffs in recent years and the free trade agreements with the United States and other countries, and those under negotiation are commendable and should support medium term growth. These efforts should be complemented by further administrative simplification and reduced costs for opening and closing businesses, construction permits, as well as tax payments and external trade. Recent reforms, including the Positive Administrative Silence law, the one-step window for external trade, and the government pilot project to complete several important procedures electronically bode well for enhancing the business environment.
