Deux défis à relever et à financer : l'ouverture à la concurrence et l'accroissement du trafic.

Réunies depuis avril dans l'entité autonome Gares et Connexions (G & C) au sein de la SNCF, les 3 000 gares de France et de Navarre sont en train de faire leur révolution. De la gare du Nord, à Paris, la plus fréquentée, jusqu'aux plus petites stations de proximité. Elles n'ont pas vraiment le choix. L'ouverture à la concurrence sera effective en décembre sur les lignes internationales. Si aucun candidat n'est encore déclaré, d'autres transporteurs que la SNCF pourront dans les mois qui viennent faire rouler des trains sur les rails français. Les gares, comme c'est déjà le cas pour les aéroports, devront garantir à ces nouveaux opérateurs les mêmes prestations qu'à la SNCF. Le trafic va se densifier dans et autour des gares. Leur rôle futur dans le report modal, c'est-à-dire dans la gestion du passage d'un mode de transport à un autre, nécessite en même temps de repenser les espaces, tant pour gagner en efficacité qu'en rentabilité. Pour G & C, la révolution a un coût que son enveloppe annuelle de 300 millions d'euros - dont la moitié au moins est apportée par la SNCF - ne couvre pas entièrement.

Un label «gare écologique»

Déjà, certaines gares sont au bord de la saturation, comme la gare de Lyon à Paris, ou celle de Lyon-Part-Dieu. D'autres le seront. La gare TGV de Rennes accueillera 20 millions de voyageurs en 2020, contre 10 millions aujourd'hui. Comme le souligne Sophie Boissard, la directrice générale de G & C, « on sort de plusieurs décennies de sous-investissement ».
La mutation passe par une standardisation des services de base (information, espaces d'accueil et d'attente, consignes, toilettes). Par exemple, un système de paiement couplé, incluant le passage aux toilettes et un achat alimentaire, est envisagé afin de rééquiper certaines gares de toilettes qui ont été supprimées en raison des coûts de gardiennage. G & C va aussi systématiser son approche du bâti en termes de performance énergétique. En janvier prochain, la première gare restructurée aux normes HQE sera livrée à Achères (Yvelines). La première de taille significative sera celle de Besançon Franche-Comté, sur la future ligne du TGV Rhin-Rhône, fin 2011. Un label « gare écologique » sera bientôt créé pour accélérer ce processus.
Parallèlement, le potentiel de chaque mètre carré de gare va être jaugé. Comme les parkings, que G & C compte équiper d'abris solaires, mais surtout les espaces à vocation commerciale, encore sous-exploités. Les trente-trois premières gares françaises, qui concentrent la moitié des deux milliards de voyageurs annuels du rail, seront prioritaires. Des projets mêlant activités tertiaires (bureaux, centres d'affaires) et commerciales (magasins) doivent être relancés.
Une offre alimentaire devrait enfin voir le jour. « Nous discutons avec différents partenaires éventuels, des distributeurs et des foncières », indique Sophie Boissard. La SNCF a déjà doublé les recettes liées à ses activités non ferroviaires depuis 2002. Mais une marge de progression existe. Dans les grandes gares, la restauration représente actuellement 44 % des surfaces commerciales, contre 23 % dédiés aux commerces de textile et de cadeaux et 15 % pour la presse et la librairie. Un rééquilibrage au profit de nouveaux services plus en phase avec les besoins des usagers est envisagé. Les futures gares accueilleront des pharmacies, des pressings, voire des crèches.

PERU: Scotiabank: La inflación en julio 0.20%

16:08Con este resultado, el Índice de Precios al Consumidor anualizado se ubicaría dentro del rango metal del Gobierno.

El Índice de Precios al Consumidor (IPC) de Lima Metropolitana habría aumentado 0.20% en julio, con lo cual la inflación anualizada (agosto 2008 – julio 2009) se situaría en 2.7%, ubicándose luego de 21 meses dentro del rango meta del Banco Central de Reserva (BCR), de entre 1 y 3%, estimó el banco Scotiabank.

El analista senior del Departamento de Estudios Económicos del Scotiabank, Mario Guerrero, señaló que la inflación anualizada en junio pasado, de 3%, se situó en el límite superior del rango meta del ente emisor.

“Pero en julio se situaría dentro de dicho rango meta, suceso que no se observaba desde setiembre del 2007, es decir, volverá a situarse dentro de dicho rango después de 21 meses”, declaró a la agencia Andina.

Indicó que, de esta forma, la inflación acumulada en los primeros siete meses del año sería de 0.20%, coincidiendo con la cifra inflacionaria de julio, pues el IPC en el primer semestre del año fue cero.

Añadió que la inflación en julio de este año fue menor a la registrada en el mismo mes del año pasado, de 0.56%.

Así, la inflación volvería a mostrar una cifra mensual al alza en julio, luego que en mayo y junio se registraron inflaciones negativas de 0.34 y 0.04%, respectivamente, según el Instituto Nacional de Estadística e Informática (INEI).

Guerrero sostuvo que la inflación en julio se explicó esencialmente por un aspecto estacional, o coyuntural, debido a la mayor liquidez en la economía por el pago de gratificaciones y por los mayores desplazamientos de personas hacia el interior del país durante los feriados de Fiestas Patrias.

“En julio generalmente se observa un movimiento de precios al alza y esta vez se ha observado mayormente en el sector transportes, mientras que en el rubro alimentos los precios se han mantenido relativamente estables”, mencionó.

De otro lado, consideró que el BCR podría reducir nuevamente su tasa de interés de referencia, que actualmente se sitúa en dos por ciento, en lo que resta del año, aunque de manera marginal, si la inflación y las expectativas inflacionarias siguen mostrando una tendencia a la baja.

Refirió que el BCR ha venido reduciendo su tasa de referencia de manera importante y recurrente durante el primer semestre del año, adelantándose a la perspectiva de menor inflación.

Finalmente, proyectó que la inflación en Perú cerraría el año en un nivel de dos por ciento.

Utilidad de aerolínea chilena LAN baja 93% en segundo trimestre

Santiago (Reuters). La chilena LAN Airlines, una de las mayores aerolíneas en América Latina, reportó el martes una baja interanual del 93 por ciento en sus ganancias entre abril y junio del 2009, afectado por una pérdida por cobertura de combustibles.

Las utilidades de LAN alcanzaron a 4,2 millones de dólares en el segundo trimestre, cifra que se compara con ganancias por 60,5 millones de dólares de igual lapso del año pasado.

Con el resultado de abril a junio, la compañía sumó ganancias por 69,2 millones de dólares en la primera mitad del año, un 56,8 por ciento menos que en el mismo período del 2008.

LAN, con casa matriz en Santiago, posee unidades de operación en Chile, Argentina, Brasil, Colombia, Ecuador y Perú.

PERU:IMPORTACIONES BK CAEN 20% EN MARZO

La crisis financiera continúa afectando al país. Según reportó ayer la Superintendencia Nacional de Administración Tributaria (Sunat), las importaciones de bienes de capital y materiales de construcción registró en marzo una caída del 20% -situándose en US$ 541 millones- en comparación a similar periodo del año anterior. En un análisis más detallado tenemos la reducción en las importaciones de los materiales de construcción (-44.8%), equipos de transporte (-25.5%) y bienes de capital para la industria (-12.8%).

Las importaciones de materiales de construcción sumaron 57 millones en marzo, una caída de 44.8%, resultado que reflejó la reducción en las adquisiciones importadas de materiales de construcción semielaborados (-57%) y materiales de construcción elaborados (-40.9%). Por su parte, las importaciones de los bienes de capital para la industria fue de US$ 367 en marzo, monto inferior en 12.8% en comparación con similar mes del año pasado. Se observó una disminución en las compras de otros equipos fijos (-31.2%), herramientas (-16.5%), máquinas y aparatos de oficina, servicios y científicos (-15.2%) y maquinaria industrial (-9.1%). En marzo se produjo una contracción en las importaciones de teléfonos móviles celulares, máquinas automáticas para el tratamiento y procesamiento de datos digitales, los demás grupos electrógenos petroleros, cargadoras y palas cargadoras de carga frontal, entre otros. Las importaciones de equipos de transporte también disminuyeron en 25.5% en marzo alcanzando US$ 110 millones, al reducirse las compras de equipo rodante de transporte (-35.6%) y partes y accesorios de equipo de transporte (-16.4%).

¿Unos tipos de cambio para arruinar al vecino?

GINEBRA – Cuando el Banco Nacional Suizo (BNS) redujo recientemente su tipo de interés a 0,25 por ciento, anunció que iba a emprender una “relajación cuantitativa”, siguiendo los pasos de la Reserva Federal de los Estados Unidos y del Banco de Inglaterra. Más sorprendente fue el anuncio simultáneo de que iba a intervenir en el mercado de divisas con el fin de invertir la apreciación del franco. ¿Será ésa la primera salva en una guerra de devaluaciones competitivas?
Tradicionalmente, los tipos de interés en Suiza han sido bajos. Como la mayoría de los demás bancos centrales que afrontan la recesión, el BNS ha reducido su tipo de interés hasta el límite inmediatamente superior a cero. Una vez ahí, la política monetaria tradicional resulta impotente, pues no se puede seguir recurriendo al instrumento del tipo de interés.
Ésa es la razón por la que ahora los bancos centrales están buscando nuevos instrumentos. La relajación cuantitativa representa uno de esos intentos. Está por ver si podrá restablecer eficazmente cierta influencia de la política monetaria. Sin embargo, raras veces se menciona una cuestión importante: en las economías pequeñas y abiertas –descripción aplicable a casi todos los países, exceptuados los Estados Unidos– el cauce principal de la política monetaria es el tipo de cambio.
Se pasa por alto ese cauce por una razón válida: las políticas de tipo de cambio son fundamentalmente de la variedad destinada a empobrecer al vecino. Las políticas inhabituales encaminadas a debilitar el tipo de cambio son técnicamente posibles incluso con un tipo de interés de cero y tienen muchas posibilidades de ser eficaces en el nivel de los países particulares. El impulso a la competitividad mediante la depreciación del tipo de cambio puede no lograr el aumento de las exportaciones en una situación en la que el comercio mundial se está contrayendo rápidamente, pero puede amortiguar el golpe al reorientar la demanda hacia los bienes y servicios de producción nacional.
El riesgo es que los países que padezcan las consecuencias de esa reorientación tomen represalias y deprecien sus divisas, lo que podría desencadenar fácilmente un regreso a las muy temidas depreciaciones competitivas que contribuyeron a la Gran Depresión.
La primera víctima sería el margen que quede, por pequeño que sea, para una coordinación internacional de políticas. La segunda sería el sistema monetario internacional. De hecho, una razón fundamental para la creación del Fondo Monetario Internacional fue la de vigilar la evolución de los tipos de cambio con el objetivo explícito de prevenir políticas encaminadas a empobrecer al vecino.
Ésa es la razón por la que la iniciativa suiza resulta sorprendente. Es cierto que el franco se ha apreciado en términos reales un 8 por ciento desde que comenzó la crisis en agosto de 2007, lo que se atribuye comúnmente a la fama que tiene esa divisa de ser un refugio seguro en tiempos difíciles. Lo que eso significa en realidad es que la apreciación no es consecuencia de la política monetaria ni de otros factores habituales. En cualquier caso, si bien la inquietud de las autoridades suizas ante esa situación es comprensible, su decisión es preocupante.
El franco suizo no es la única divisa que se ha apreciado en los últimos meses. Otras economías pequeñas han experimentado apreciaciones reales aún más pronunciadas. Por ejemplo, Polonia y la República Checa han visto aumentar sus divisas en cerca del 30 por ciento y el 15 por ciento, respectivamente. Algunos países grandes han experimentado apreciaciones de sus divisas: el 30 por ciento en el caso del Japón y el 15 por ciento en el de China.
Esos países afrontan también una recesión y, si bien el tipo de interés no ha llegado a su límite de cero en todas partes, en un futuro próximo podrían aumentar los incentivos para depreciar. De hecho, los incentivos ya existen. Algunos países bastante grandes –Corea, Suecia y el Reino Unido, por citar sólo algunos– han experimentado ya algunas depreciaciones muy importantes. De hecho, la divisa de Polonia ha empezado a depreciarse últimamente.
Ninguno de los bancos centrales de esos países ha indicado que estuviera procurando la depreciación de su divisa. Naturalmente, las declaraciones e intenciones pueden no ser idénticas. Puede ser que el BNS reconozca simplemente lo que otros bancos centrales no reconocen. Sin embargo, al hacerlo el BNS viola un tabú: “No emprenderás depreciaciones competitivas”. De lo contrario, puede ser que el BNS desee más que nada hacer bajar el franco con sus declaraciones para acabar con el efecto de refugio seguro. Al haber logrado pronto la depreciación, puede haberlo conseguido. En ese caso, el franco no variará mucho más en cualquier dirección y no serán necesarias nuevas intervenciones.
No obstante, la limitada reacción ante la iniciativa del BNS es un poco sorprendente. La iniciativa se produjo una semana después de que el FMI concluyera su visita anual a Suiza conforme al artículo IV y aún no se ha hecho público el informe; podría resultar una lectura inhabitualmente interesante.
Otros bancos centrales no han expresado opinión alguna, lo que puede indicar que no se proponen tomar represalias, al menos en esta fase. Puede haberlos tranquilizado la declaración oficial del BNS de que la apreciación representaba “un endurecimiento inapropiado de las condiciones monetarias” y de que esa iniciativa va encaminada simplemente “a prevenir una mayor apreciación del franco suizo frente al euro”.
Puede ser también que se haya tenido en cuenta el precedente y que las autoridades que se propongan utilizarlo para justificar iniciativas futuras no quieran criticarla. En ese caso, el silencio generalizado podría indicar que todos los bancos centrales acarician la posibilidad de recurrir a esa opción, lo que sería de lo más preocupante.

Peru-2008 Article IV Consultation and Fourth Review and Inflation Consultation under the SBA Concluding Statement of the Mission

December 12, 2008

1. Peru's strong economic performance owes much to prudent macroeconomic policies and reforms under a favorable external environment. Sustained fiscal surpluses have been the backbone of this success, supported favorable terms of trade and a prudent conduct of monetary policy, which while underpinned by inflation targeting, has also aimed at carefully balancing risks associated with high financial sector dollarization. Important structural reforms have been advanced to expedite public investment, entrench fiscal stability and public debt sustainability, enhance the resilience and depth of the financial system and capital markets, reduce labor market informality, and further open the economy to external trade and innovation. These efforts have helped reduce poverty and economic vulnerabilities significantly and have established the basis for high economic growth and a sustainable improvement in living standards, all of which have been recognized by the achievement of investment grade status.

2. The economy has been enjoying its longest expansion on record, with rising inflation. After posting a 10 percent increase in the first three quarters of 2008, recent indicators suggest that real GDP growth would decelerate in the fourth quarter of 2008, and would end at around 9½ percent for the year as a whole. Private investment and consumption have led most of the way, but a significant acceleration of public investment-particularly by subnational governments-has also been an important contributing factor. A deterioration in terms of trade and net exports should shift the external current account from a surplus of 1.4 percent of GDP in 2007 to a deficit of 3.3 percent of GDP in 2008. While still one of the lowest by regional standards, inflation has risen markedly this year and is projected at 6½ percent by end-year. Most price pressures have been external (imported inflation rose by 8½ percent in 2008), and more recently, the strong pace of domestic demand has pushed up core inflation (excluding food and fuels) to 3¾ percent.

3. Prudent policies have been essential to buttress the strong performance.For the third consecutive year, the nonfinancial public sector is projected to register a surplus, estimated at 2.1 percent of GDP in 2008. Notwithstanding a reduction in the pace of spending in the second half of the year, the fiscal stance was expansionary for the year as a whole-by about 1.3 percentage points of GDP. This was driven by an increase in public investment in real terms of about 50 percent to reduce the infrastructure gap and address social needs, as well as by the repayment of 0.6 percentage points of GDP of liabilities under the Fuel Price Stabilization Fund (FEPC). Fuel subsidies have been eliminated through adjustments to the band price and the sharp decline in imported fuel prices. The government has taken advantage of the decline in oil prices to increase excise taxes on selected domestic fuel prices substantially, unwinding reductions implemented when prices were rising in recent years. In response to rapidly expanding domestic demand and rising core inflation, monetary policy had been gradually tightened since mid-2007, through policy interest rate and higher reserve requirements. However, in response to the global financial crisis, the Central Reserve Bank of Peru (BCRP) has kept bank policy rates on hold since October, lowered reserve requirements, intervened in the foreign exchange market, and placed repos (up to one year) and swaps in order to maintain adequate levels of liquidity in the domestic banking system, and limit pressures on the domestic currency and risks from high dollarization.

4. These policies have also helped mitigate the impact of the global financial crisis on Peru. After peaking in October, interbank rates have returned to pre-crisis levels and credit to the private sector has continued growing robustly in the year to October. Credit to the private sector has accelerated in October, particularly for the corporate sector, partly as a result of tighter financing faced abroad and in domestic capital markets, and indicators for November confirm stable liquidity conditions and still rapid credit growth. The government yield curve has also returned to pre-crisis levels. Equity prices have also recovered somewhat, but remain 60 percent below end-2007 levels. Deposit dollarization has also increased in recent months, although it still remains on a declining path in the past two years. Large official reserves and strong financial soundness indicators for the banking system, along with banks' limited reliance on external funding (at about 15 percent of total assets and about two-thirds long term), have helped buffer Peru from the sharp financial sector turbulence witnessed in many other countries.

5. Medium-term prospects are favorable and require preserving prudent policies and dealing with long-standing structural challenges. With heightened risks stemming from the global economy, preserving the high quality of macroeconomic policies is essential to sustain high growth, low inflation, external stability, and poverty alleviation over the medium term. Peru has become a more open economy, and continued capital deepening should enhance productivity-necessary conditions to generate strong employment growth and higher real wages. These efforts should be further complemented by reducing high labor market informality and improving the quality of public investment and social spending across all government levels to alleviate infrastructure and social gaps, and thus support ongoing export diversification and poverty alleviation. Strengthening public institutions, advancing administrative simplification and education attainment, would also help boost human capital and entrench high total factor productivity growth.

6. Peru's outlook for 2009 remains favorable while subject to an unusual degree of uncertainty associated with the depth and duration of the global slowdown. Recent indicators suggest that the economy has begun to slow and the pace of economic growth is expected to slow through the first half of 2009. While the risks of a more sharp and sudden slowdown are difficult to gauge at this juncture, the economy's underlying strength and diversified growth base, along with the marked growth in public investment that has taken place in 2008-expected to be sustained in 2009-provide an important buffer. The Peruvian economy would continue to grow among the fastest in the world economy in 2009, with real GDP growth projected at 6 percent-reflecting a slowdown in private investment and net exports. With global price disinflation already underway and imported food prices expected to decline by 3½ percent in 2009, inflation should decelerate to 2.8 percent by end-2009, within the 1-3 percent target range. A more protracted and severe global slowdown would bring downside risks to growth, inflation, and the balance of payments, particularly in the second half of 2009 and early 2010.

7. Macroeconomic policies need to remain focused on achieving a soft-landing. This will require a delicate balancing act between the risks associated with the global slowdown and the economy's underlying growth momentum, to ensure that it translates into more sustainable growth and lower inflation. Staff is of the view that achieving a neutral fiscal stance in 2009 would enhance macroeconomic stability while still allowing for an important increase in public investment, and would be consistent with an overall surplus of about 0.7 percent of GDP. With global price disinflation underway, monetary policy should use the opportunity to re-anchor expectations and reduce inflation to the 1-3 percent range during 2009. While recent indicators confirm signs of disinflation, the path of domestic demand could delay this process in the near term.

8. The authorities' announced Plan for Sustaining Economic Growth, Employment, and Poverty Alleviation in a Global Crisis is an important step to bolster domestic business confidence. The authorities have announced a set of fiscal measures-equivalent to about 2½ percent of GDP targeted to support construction, micro and small enterprises, exporters, and social programs. These measures would be financed primarily by government deposits and credit lines from official creditors. In addition, the government has lined up access to contingent lines from official creditors that could amount up to $9¼ billion dollars, and would help boost economic growth by at least one percentage point. Staff is of the view that the Plan provides an important signaling of Peru's readiness to face the global crisis.

9. At this juncture, several of the measures contemplated by the authorities seem sufficient to buffer the economy from the global slowdown. As stated in the Plan, the authorities' decision to extend the execution of ongoing public investment projects through March 2009, as well as their intention to phase public investment more evenly throughout the year and boost resources under the FONIPREL (Fund for the Promotion of Regional and Local Public Investment), should help sustain a more expansionary fiscal policy in the first half of 2009. This, along with the recent reductions in reserve requirements and steady growth in credit to the private sector, should help ward off a sharp and sudden deterioration in private investment and net exports during this period. For 2009 as a whole, staff is of the view that a fiscal surplus of about 0.7 percent of GDP would allow automatic stabilizers to operate fully, while keeping growth in government consumption and public investment in line with the 2009 Budget. At present, a more aggressive discretionary countercyclical set of policies risks delaying some needed slowdown in domestic demand and a potentially sharper deceleration later on, with an ensuing weakening of credibility.

10. Were the global slowdown to be more severe and prolonged, the authorities would be in a position to implement cautious countercyclical measures. In particular, further reductions in reserve requirements and policy interest rates, along with further fiscal easing, reflecting automatic stabilizers, could be the first line of defense. The need for additional fiscal stimulus should be carefully contemplated and paced, and in the staff's view, a prudent stimulus could be financed with government savings accumulated in recent years. This policy response would be consistent with the authorities' intentions, as presented in their Plan.

11. The authorities' focus on strengthening the financial system and sustaining an orderly financial deepening is timely. Financial soundness indicators are strong and recent stress tests by the Superintendency of Banks confirm the financial system's overall resilience to a global slowdown, lower terms of trade, and market risks. Staff welcomes the authorities' decision to tighten prudential regulations on consumer loans and the implementation of new procyclical provisioning rules, given the risks stemming from still buoyant credit growth. Reforms to enhance the bank surveillance and intervention regimes, and to implement enhanced capitalization requirements in line with Basel II are also welcome and timely. Going forward, it will be important to continue monitoring the growth in nonperforming loans, particularly those to consumers and microenterprises, given the expected tightening of lending standards and the slowdown in economic activity. Priority should be given in 2009 to enacting the increase in minimum capital requirements for microfinance institutions to protect their strong capitalization, including for new entrants. The continued close monitoring of foreign operations of domestic banks more exposed to the global financial crisis is important. To address this risk and others related to large exposure to riskier operations (such as consumer and retail activities), consideration should be given to requiring financial institutions to increase their capital base, preferably with Tier-I contributions, as needed.

12. Staff welcomes the coordination between the Ministry of Finance, the Central Reserve Bank, and the Superintendency of Banks to strengthen the framework for crisis preparedness. The ongoing actions and plans to ensure adequate liquidity to the financial sector and capital markets are an important step forward to minimize systemic risks, and in the staff's view, should be complemented by a well-established mechanism and clear commitment to protect the central bank's balance sheet. Staff also encourages the authorities to recapitalize the Deposit Insurance Fund over the coming years through contributions by financial institutions. These measures could be supplemented by preparing contingency plans to deal with potential systemic solvency problems. Staff also encourages the authorities to align the supervisory framework for public financial institutions. Continuing with reforms to enhance the depth and resilience of the domestic capital markets, including through enhancing the coordination for their better oversight and improving competition for private pension funds will also be key.

13. There is also scope to further solidify the policy framework and the economy's ability to buffer shocks. To further bolster the credibility of the inflation targeting framework, priority could be given to enacting legislation that delinks the appointment of the central bank president and board members from the presidential cycle. In addition, the authorities' decision to reduce reserve requirements is appropriate, which would also help strengthen the signaling of the policy interest rate. Staff is of the view that the stronger macroeconomic fundamentals and improved balance sheets in the economy provide scope for greater exchange rate flexibility ahead, as external conditions permit. For this, it will also be critical to advance reforms that facilitate hedging in the economy, such as the issuance of regulations regarding the tax treatment of derivatives.

14. It will be important to begin the work toward institutionalizing the prudent fiscal policy of recent years. An important step in this direction would be adopting a medium-term expenditure framework that would also help improve expenditure management. Staff also encourages the authorities to prioritize the alignment of the expenditure limits in the FRTL and the Decentralization Law, in line with commitments under the program. At the same time, the adoption of a structural fiscal rule would formalize the broadly neutral fiscal stance of recent years and strengthen the credibility of fiscal policy by ensuring a balanced budget over the economic cycle. The formal adoption of such a rule could be gradual and brought explicitly into the budget process before it is formalized. To alleviate concerns on assessing the stage of the economic cycle, the authorities could consider establishing independent expert panels.

15. Efforts to strengthen the fiscal policy framework have been significant and it will be important that fiscal risks remain contained. Reforms to minimize fiscal risks, including the legal framework for Public-Private Partnerships, the alignment of the budget classification with international standards and the significant steps to enhance the comprehensiveness of the Treasury Single Account (TSA) are welcome. Going forward, it will be important to finalize the implementation of the TSA, as envisaged in the program, ensure a better integration of the budgetary process and implementing the recently approved fiscal accounting for PPPs. It will also be important to ensure that the reforms to the National System of Public Investment to facilitate project evaluation and execution do not undermine the quality of public investment, particularly at the subnational government level. Staff also sees potential fiscal risks on public finances stemming from a broad use of theBuild & Transfer program, and encourages the authorities to issue pertinent accounting norms. It will be important that the PPP framework and other initiatives involving the private sector maintain an adequate balance of risks between private and public sectors. In addition, to reduce fiscal risks associated with the FEPC, consideration should be given to making the price-band adjustment and settlement of liabilities more automatic or even liberalizing fuel prices over the medium term.

16. Broadening the tax base remains an important challenge ahead. With Peru's tax-to-GDP ratio low by regional standards and highly exposed to commodity revenues, it will be key to press ahead with reforms that broaden the tax base, including the taxation of capital gains. It is also critical to proceed with the 2007 reform of the tax exemptions planned for March 2009. Given the recent completion of the methodological guidelines for the assessment of such exemptions, staff encourages the Ministry of Finance to issue them promptly, in line with commitments under the program, and take the lead in advancing the assessment required by the law 977 to Ministries and other public agencies. Efforts to protect the integrity of the tax administration, including of indirect domestic taxes, and to strengthen auditing procedures and setting targets for noncompliance need to be sustained. In the current external environment, staff supports the authorities' intention to fully unwind the reduction in fuel excise taxes implemented since 2004 in line with environmental considerations.

17. Sustaining poverty alleviation would require continued efforts to improve the effectiveness of social programs. Despite the significant decline in poverty, staff analysis based on the National Household Survey confirms the reports of limited improvements in the targeting of several social programs. Staff welcomes the commitment in the 2009 Budget to link allocated spending to concrete improvements in social programs, as well as the intention to assess the successful cash transfer program Juntos and other large social programs, to further strengthen their effectiveness. It will also be important to prepare an assessment of universal programs, in line with the poverty strategy of March 2007. Regional disparities remain an important challenge, and the expansion of FONIPREL and the methodological changes to the allocation coefficients of FONCOR (Regional Compensation Fund) are a welcome step that should be complemented by reforms toward institutionalizing an equalization scheme.

18. Much has been accomplished in enhancing the business environment, but important challenges remain. Staff welcomes the implementation of the Micro and Small Business law, an important step towards reducing labor market informality. The reduction in tariffs in recent years and the free trade agreements with the United States and other countries, and those under negotiation are commendable and should support medium term growth. These efforts should be complemented by further administrative simplification and reduced costs for opening and closing businesses, construction permits, as well as tax payments and external trade. Recent reforms, including the Positive Administrative Silence law, the one-step window for external trade, and the government pilot project to complete several important procedures electronically bode well for enhancing the business environment.

China is now America's largest creditor

America is the largest debtor nation in history. And given the economic weakness in the global economy right now, the debt load is likely to get worse. Recently, China surpassed Japan to become America's largest creditor.

The Chinese, who rank a mere 100th in per capita income, save so much money that they are able to buy massive amounts of U.S. Treasuries and other American assets to help the United States fund its huge current account deficit. Many have warned that this is a risky relationship, with both China and the United States bearing large burdens. However, for now, the two nations are mutually dependent for future prosperity.

China is now officially the US government's largest foreign creditor after overtaking Japan, in a development that signals Washington's increasing reliance on Beijing to save its economy.

China became the largest foreign holder of US Treasuries, owning $US585 billion ($A897.1 billion) worth as of September, according to US Treasury Department figures.

But, analysts warned on Wednesday, neither country should be celebrating the development, which underlines serious imbalances in the global economy.

"China's GDP per capita ranks around 100th in the world but it is actually subsidising the world's richest country," said Zhang Ming, an economist with the Chinese Academy of Social Sciences, a government think-tank in Beijing.

Zhang argued that becoming the largest foreign holder of US Treasuries is only an illustration of how serious the imbalances are in China's overly export-driven economy, rather than an indicator of its strength.

"What China is doing involves high risks," he said. "When the debts become massive, there are always more risks for the creditor - that's by no means symmetrical."

China's ever-growing trade surplus, a major source of its massive foreign exchange reserves that is mostly made up of US dollar assets including Treasuries, hit a monthly all-time high of $US35.2 billion ($A53.98 billion) in October.

Throughout the third quarter, China piled more than $US81.1 billion ($A124.37 billion) into Treasuries - the safest US assets it could find - while dumping bonds from government-affiliated agencies, such as Fannie Mae and Freddie Mac, said Brad Setser, an economist at the Washington-based Council on Foreign Relations.

That contrasted with the second quarter when China bought only $US13 billion ($A19.94 billion) of Treasuries while buying $US17 billion ($A26.07 billion) in agency bonds and $US20 billion ($A30.67 billion) of corporate bonds.

"That is a huge swing - and frankly a destabilising swing," Setser wrote on the council's website. "The notion that sovereign investors are always and at all times a stabilising force in the market should be put to rest.

"China has clearly kept (its exchange rate) stable - and been a big source of demand for Treasuries. But it has been a seller of other assets in a time of stress," he said.

However, China is not likely to suddenly dump US government bonds because now it would only be hurting itself, said Qing Wang, a Hong Kong-based economist for Morgan Stanley.

"If you're the largest holder of one particular asset, it's very hard for you to change," Wang said.

The ongoing global financial turmoil has shown that "supersized" foreign reserves are the best way to ensure economic stability, he said.

China, with the world's biggest reserves at $US1.9 trillion ($A2.91 trillion), sees Treasuries as safe and relatively liquid, Wang said.

"The US needs help and I think China and Japan want to help. They don't see an alternative to the dollar right now," said Andy Xie, an independent Shanghai-based economist.

However, the US Treasury bond market is not risk-free, he said.

"This is another bubble and it will burst," he said. "It's just a matter of time. No bubble lasts forever."

Japan, previously the largest holder of US Treasuries, sold off $US20 billion ($A30.67 billion) worth over the third quarter, and as of September held $US573.2 billion ($A879.01 billion) worth. That is down from a peak of $US699 billion ($A1.07 trillion) in August 2004.

“Quiere desaparecer Enapu y abre puertas a la corrupción”

El vocero de la bancada aprista, Luis Negreiros Criado, informó que el Decreto Legislativo N° 1022 que pretende modificar la Ley del Sistema Portuario Nacional “es inconstitucional porque viola la Ley N° 29157 sobre delegación de facultades legislativas y el Artículo 104° de la Constitución que establece que la delegación debe ser específica”.
Manifestó haberlo expresado así a la ministra de Transportes y Comunicaciones en tanto que es la más alta autoridad y la máxima responsable en materia de puertos, mediante una comunicación nutrida de sustentación jurídica, poniendo en cuestión el D.L N° 1022.
Subrayó Negreiros que mediante este D.L N° 1022 se pretende desaparecer Enapu, al sustraerle todos los bienes de dominio público portuario que le fueron entregados por el Decreto Legislativo N° 098 que rige sus funciones y que ahora son transferidos al Ministerio de Transportes y Comunicaciones para su entrega en administración al sector privado.
Desaparece así una empresa que está identificada y posee larga tradición como fuente de trabajo para los chalacos.
Manifestó también Negreiros Criado que, contrariamente a lo que postula el decreto legislativo sobre la competitividad, este principio no se cumple ya que conforme al numeral 11.3 que se modifica, se consagra el monopolio, lo cual es inconstitucional, entregándose la infraestructura portuaria en uso exclusivo, así como la prestación también exclusiva de los servicios portuarios esenciales, no permitiéndose la libre competencia.
Añadió el congresista que se deja puertas abiertas a la corrupción al permitir que se entregue en uso exclusivo las instalaciones portuarias del Estado, aun en casos en que se mejore mínimamente la infraestructura de acuerdo a “indicadores” que se establecerán posteriormente, contractualmente, entre la empresa y la Autoridad Portuaria Nacional en representación del Estado.
Por último, mediante una nueva Disposición Final, dijo que se impide el ejercicio de los derechos laborales de huelga y protesta a los trabajadores, amenazándolos en forma subliminal con sustituirlos mediante el eufemismo de adoptar las medidas necesarias que permitan la prestación de los servicios portuarios en caso se interrumpan, lo que quiere decir en otras palabras que los trabajadores huelguistas podrán ser sustituidos por otros o por las fuerzas militares.

Si Enjuto Mojamuto, el personaje animado que simboliza al internauta español, hubiera leído el informe hecho público ayer por la Comisión del Mercado de las Telecomunicaciones (CMT) sobre los precios de Internet no sabría decir si la banda ancha es más cara o más barata en España que en el resto de la UE. Y es que del informe se pueden deducir ambas conclusiones.

La CMT constata que el acceso a Internet es más caro para los clientes de Telefónica, cuyos mejores precios en todos los rangos de velocidad están muy por encima de la media de los grandes ex monopolios europeos (Deutsche Telekom, France Télécom, Telecom Italia, BT, KPN, etcétera).

Y es más barato para los abonados de las compañías alternativas que contraten ofertas a partir de 2 megas. Así la mejor oferta empaquetada en España de llamadas más Internet en el tramo de entre 2 y 10 megas, el más contratado, es un 20,8% más barata que la media europea, mientras que la mejor opción desde 10 megas es un 15% más asequible.

En cambio, la mejor oferta de Telefónica en ese rango de velocidad, que contratan el 84% de sus abonados, es un 24% más cara (59 euros) que la media de las mejores ofertas de los operadores históricos de la UE.

En velocidades bajas (hasta 2 megas), la firma española es la que presenta la oferta más cara de toda la UE. Su mejor opción supondría un pago de 48 euros, un 14% más que la media de mejores ofertas europeas. Telefónica también es más onerosa en velocidades altas (desde 10 Mb), ya que su mejor oferta es un 14,9% superior que la media de sus homólogos europeos, con un desembolso de 64,6 euros.

El dato no es baladí porque de él se puede deducir que más de la mitad de los 8,4 millones de internautas españoles tienen acceso a peores ofertas que sus colegas europeos, puesto que Telefónica retiene el 56% del mercado de banda ancha en España.

La empresa que preside César Alierta no refuta el informe que le deja en tan mal lugar, pero alega que no tiene en cuenta algunas variables. En particular recuerda que, como está cerrado con datos a 31 de diciembre de 2007, no recoge sus mejores promociones que se lanzaron en enero de este año, como el de la oferta de ADSL de un mega con llamadas de 19,90 euros al mes (sin cuota de abono ni IVA), y la de 2 megas a 34 euros.

El estudio de la CMT, que tiene en cuenta no sólo los precios de los servicios sino el nivel de poder adquisitivo de los diferentes países, analiza el desembolso mínimo que deben realizar los consumidores para acceder a las ofertas de servicios de doble play (llamadas e Internet). Es decir, escoge las mejores ofertas de cada país, y no la media de lo que pagan realmente los internautas ciudadanos.
