peru: BCR intervendrá si el dólar cae
1810La mayor presión a la baja sobre el tipo de cambio se explica en la desaparición paulatina de los certificados de depósito indexados del Banco Central, argumentó el titular de esa entidad.
El presidente del Banco Central de Reserva (BCR), Julio Velarde, señaló hoy que se observa una mayor presión a la baja sobre el tipo de cambio, pero adelantó que el ente emisor intervendrá en el mercado cambiario si el precio del dólar comienza a “derrumbarse de verdad”.
“Si se observa una volatilidad excesiva en un contexto en el que el precio del dólar comienza a derrumbarse de verdad, intervendríamos en el mercado cambiario, al igual que si empieza a subir abruptamente”, dijo.
Explicó que la mayor presión a la baja sobre el tipo de cambio se explica por la desaparición paulatina de los certificados de depósito indexados al tipo de cambio del BCR, que se habían emitido por un monto de 3,300 millones de dólares, y que han ido venciendo poco a poco quedando solo unos 200 millones en circulación.
“Esta emisión de certificados del ente emisor ha sido como comprar esa cantidad de dólares en el mercado, pero dichos títulos ya están desapareciendo y ahora se observa más claramente la presión a la baja en el precio del dólar”, anotó en declaraciones reproducidas por la agencia Andina.
Velarde se abstuvo de afirmar si se podría mantener dicha presión a la baja pues se desconoce si en el mundo se registrarán las mismas condiciones que se han presentado en los últimos meses.
También afirmó que usualmente el nuevo sol se fortalece o se debilita siguiendo la tendencia de otras monedas en América Latina.
“Además, se ha observado que el sol se fortalece cuando hay buenas noticias en Estados Unidos y más bien se fortalece el dólar cuando se registran malas noticias”, acotó15 sept 2009

Un an après la faillite de la banque d'investissement américaine, le G20 s'apprête à tirer les leçons de la catastrophe.
Lehman Brothers. La banque d'investissement américaine a été rayée de la carte le 15 septembre 2008, mais aujourd'hui, son nom doit atteindre un taux de notoriété proche de 100 %, et ce partout dans le monde. De fait, la faillite du numéro quatre de Wall Street marque une rupture historique dans la marche de l'économie mondiale. Elle a ouvert une période de crise inédite, la première de l'ère de la globalisation.
Le président américain Barack Obama, dont la campagne électorale à l'automne 2008 avait été placée sous le signe de Lehman Brothers, a le sens du symbole. Il vient donc d'annoncer qu'il prononcera lundi un « discours majeur sur la crise financière ». Le lieu compte autant que la date : Barack Obama a choisi le Federal Hall, un des hauts lieux de l'histoire de la démocratie américaine, tout près de la Bourse de New York. En pleine réflexion mondiale sur le capitalisme, le président américain devrait aussi saisir l'occasion pour défendre sa réforme de la régulation financière américaine, qui menace de s'enliser au Congrès.
L'ombre de Lehman Brothers planera aussi sur Pittsburgh, les 24 et 25 septembre prochain, lors de la réunion du G20. Les travaux du sommet sont des héritiers directs de Lehman : régulation financière, cadre réglementaire et prudentiel de l'activité bancaire, rémunération des opérateurs de marchés, gouvernance et moyens alloués aux institutions financières internationales, lutte contre les paradis fiscaux, stratégies de sortie de crise…
L'appel au contribuable
Car la faillite de Lehman Brothers a été le détonateur d'une crise considérable. Elle a précipité les marchés financiers - fébriles depuis le début de la crise du subprime un an plus tôt - dans la panique. Elle a provoqué un gel complet des flux financiers qui a mis en danger le système bancaire, qui fut à deux doigts de s'écrouler dans un vaste mouvement de dominos. Cette phase paroxystique de la crise financière a mis doublement le contribuable à contribution. Via les banques centrales, qui ont déployé des moyens exorbitants pour assurer le financement de tout le système financier. Une subvention toujours en place aujourd'hui. Les États ont aussi dénoué les cordons de leurs bourses, pour garantir les dettes et reconstituer leurs capitaux propres des banques et, le cas échéant, les nationaliser.
La globalisation de l'économie et de l'information a provoqué une formidable accélération des événements.
Les entreprises non financières et les ménages ont, partout, immédiatement anticipé la crise économique qui devait suivre la crise financière. La demande de crédit s'est tarie à peu près en même temps que les banques réduisaient leur offre. Les industriels ont été confrontés à un déstockage massif. Un mouvement qui a provoqué un coup d'arrêt de la production, avec des conséquences brutales et douloureuses sur l'emploi. Les gouvernements ont dû, là aussi, prendre le relais avec des politiques de relance massives, ciblant en priorité les secteurs les plus touchés, souvent l'automobile.
Pour faire le bilan de cette année noire, les chiffres ne manquent pas. En France, qui est loin d'être le pays le plus brutalement touché, les données sont spectaculaires. L'État a garanti près de 80 milliards d'euros de dettes bancaires et a injecté 25 milliards de capitaux propres dans le système. Les finances publiques viennent de passer le cap des 100 milliards d'euros de déficit budgétaire. La récession devrait atteindre 2,5 % à 3 % du PIB cette année, tandis que le taux de chômage (9,1 % aujourd'hui) risque de renouer avec le niveau de 10 % au tournant de l'année 2010.

For Stocks, Worst Single-Day Drop in Two Decades

Markets across Asia began to sell off on Monday. In Tokyo, the Nikkei 225 sank 1.5 percent, as investors worried that the financial crisis was taking a toll on the global economy.

In Germany, the DAX was off 256.42, or 4.2 percent. Stocks tumbled in Europe on Monday.
But by the time that bell sounded again on the New York Stock Exchange, seven and a half frantic hours later, $1.2 trillion had vanished from the United States stock market.
What had started 24 hours earlier, with a modest sell-off in stock markets in Asia, had turned into Wall Street’s blackest day since the 1987 crash. The broad market, as measured by the Standard & Poor’s 500-stock index, plunged almost 9 percent, its third-biggest decline since World War II. The Dow Jones industrial average fell nearly 778 points, or 6.98 percent, to 10,365.45.
Across Wall Street, no one could quite believe what was happening on the floor — the floor of the House of Representatives, not the New York Exchange.
As lawmakers began to vote on a $700 billion rescue for financial institutions, the Voyageur Asset Management trading desk in Chicago went silent. Money managers gaped at a television screen carrying news that seemed unthinkable: the bill was not going to pass. Shortly after 1:30 p.m., the rescue was rejected.
“You just felt like the world was unraveling,” Ryan Larson, the firm’s senior equity trader, said. “People started to sell and they sold hard. It didn’t matter what you had — you sold.”
Frustration, and then panic, coursed through the markets. Investors feared the decision in Washington would imperil the financial industry, as well as the broader economy.
At the Federal Reserve and other central banks, policy makers were also anxious. Even before the vote on Capitol Hill, central bankers tried to jump-start the credit markets. They offered hundreds of billions of dollars in loans to banks around the world because banks and investors were unwilling to lend to each other. But neither the stock market nor the credit markets appeared to respond.
Just 24 hours earlier, few imagined Monday would play out this way. Treasury Secretary Henry M. Paulson Jr. and the House speaker, Nancy Pelosi, announced Sunday afternoon they had agreed on terms of a bailout.
But while Congressional aides and lawmakers worked on the details, the credit crisis that began more than a year ago in the American mortgage market was setting off new alarms in Europe.
Shortly before 6 p.m. New York time on Sunday, Belgium, the Netherlands and Luxembourg agreed to invest $16.2 billion to rescue a big bank, Fortis. A few hours later, the German government and a group of banks pledged $43 billion to save Hypo Real Estate, a commercial property lender. At 2:50 a.m., news came that the British Treasury had seized the lender Bradford & Bingley and sold the bulk of it to Banco Santander of Spain.
“We will continue to do what is necessary,” a somber Gordon Brown, the British prime minister, told reporters at 10 Downing Street in London.
In Tokyo, where stocks had opened higher in early trading on Monday, worries quickly set in. Traders returned from lunch to reports suggesting the financial crisis was taking a toll on the global economy. Markets across Asia began to sell off.
In Tokyo, the Nikkei 225 sank 1.5 percent. In India, stocks fell nearly 4 percent. In Hong Kong, where a big bank, HSBC, raised key lending rates because of the credit market turmoil, the Hang Seng tumbled nearly 4.3 percent.
As events unfolded in Asia, a major American bank was in trouble. Regulators in Washington were rushing to broker the sale of the Wachovia Corporation to Citigroup or Wells Fargo.
At about 4 a.m., Sheila C. Bair, chairwoman of the Federal Deposit Insurance Corporation, called Citigroup executives to say Wachovia’s banking business was theirs.
On Monday morning, before financial markets in the United States had opened, Federal Reserve officials were alarmed that credit markets in Europe and Asia had spiraled even deeper into crisis on Monday.
Fed officials could see that money markets were freezing up in every part of the world, even though the Fed and other central banks had expanded their emergency lending programs last Thursday. This time, Fed officials felt compelled to provide a true show of force by expanding their existing loan arrangements by an unprecedented $330 billion.
As investors in New York were getting up, the credit markets were again flashing red as banks reported higher borrowing costs. Investors continued to seek safety in Treasuries. The yield on one-year Treasury bills, for instance, fell to almost zero, meaning investors were willing to accept no return just for the assurance that they would get their money back.
When trading opened on the New York Exchange at 9:30 a.m., stocks immediately fell 1 percent.
Worried officials at the Fed announced at 10 a.m. that the central bank would increase to $620 billion its program to lend money through foreign central banks, up from $290 billion, to keep credit flowing. The central bank also said it would double the money it lends out domestically through an auction program to $300 billion.
Many eyes on Wall Street turned to National City, the Cleveland-based bank, which has a $20 billion portfolio of troubled loans it is trying to sell. National City’s shares plummeted 50 percent to $1.50 in early trading, prompting Peter E. Raskind, the bank’s chief executive, to assert that the bank was sound.
“It’s not overly dramatic to say that investors are panicking. You can see it in the market and we can feel it,” Mr. Raskind said in an interview.
In New York, 10 executives at an investment firm, Bessemer Trust, huddled to discuss the markets. A question arose: What would it take to restore confidence to the credit markets? There were few upbeat answers, though one said Citigroup’s takeover of Wachovia could pave the way for more consolidation in banking. “It is the type of solution that makes good sense in these challenging times,” Marc D. Stern, Bessemer Trust ’s chief investment officer, said as he recounted the meeting.
But Mr. Stern and his group would soon be dismayed by what was happening in Washington.
At 1:30 p.m. the House began to vote on the rescue package that Mr. Paulson and Congressional leaders negotiated over the weekend. About 10 minutes later, when it became clear that the legislation was in trouble, the stock market went into a free fall, with the Dow plunging about 400 points in five minutes.
At his home office in Great Neck, N.Y., Edward Yardeni, the investment strategist, received terse e-mail messages from clients and friends. “Is this the end of the world?” one asked. Another sent a simple plea: “Stop the world, I want to get off.”
Mr. Yardeni and other analysts said the action in Washington left many investors discouraged and feeling powerless. “You can come into the office and spend a lot of time researching companies, trying to understand them. You’ve got a portfolio that you think should do well,” he said. “And none of that matters.”
Marc Groz, chief executive of Topos Partners, a hedge fund in Stamford, Conn., put it this way: “It’s frustrating for someone like me because I don’t have a pipeline to what is happening in Washington, D.C.”
The stock market briefly rallied, then slowly lost ground in the afternoon. A flurry of sales minutes before the close sent the Dow down another 200 points, to its lowest level for the day.
Shortly after the closing bell rang on the floor of the Big Board, Mr. Paulson, looking exhausted, spoke to reporters at the White House. He lamented the vote, but vowed to keep pressing Congress for a broad rescue plan to help ease stress in the credit markets.

Average Americans may be forgiven for not understanding why Congress is moving so quickly to pass this massive bailout package. Sure the economy isn’t great—gas prices are still high, it’s harder to get a home loan, some folks have lost jobs—but why are guys close to Paulson saying things like this (from the Times of London):
“the economy is dropping into the john. We could see falls of 3,000 or 4,000 points on the Dow [it's at 11,000 currently]. That could happen in just a couple of days.
“What’s being put around behind the scenes is that we’re looking at 1930s stuff. We’re looking at catastrophe, huge, amazing catastrophe. Everybody is extraordinarily scared. It’s going to be really, really nasty.”
Whoa! Didn’t the economy grow last quarter? We haven’t even determined that we’re in a recession. You’re telling me we’re going to skip right over that and go straight into a Depression?! In a matter of weeks!?!?!
I’m here to tell you they’re not kidding. It could be that bad. And it could happen VERY quickly. Indeed, the scariest thing about this crisis is that those who really know what’s going on are the most frightened.
What is an economic catastrophe? Besides a precipitous fall in the price of stocks and other assets, we may also see a global run on banks.
Here’s a very famous movie scene to help us understand what we’re potentially facing…..
What we have here is a typical bank run. When Jimmy Stewart goes in the back, you hear his associate say that they have no money to give customers, which is why he closed the doors. This caused an immediate loss of confidence in the bank and Stewart’s depositors panic. They literally run to the bank to withdraw everything they can before it’s too late. But there isn’t enough on hand, so they take what little they can get.
When people lose confidence in their bank, they panic. Ask yourself what you would do if you thought your bank was going out of business. Perhaps you’d run to the bank as quickly as possible in order to take all your money out. If everybody does this at once, the bank goes out of business very quickly.
That’s because banks never have ALL your money. In a fractional reserve banking system, banks only keep a fraction of your deposits in reserve. The rest is lent out. If the bank has given loans to people who don’t pay them back, the money is gone.
This happens all the time. Foreclosures, failed land deals, defaulted car loans, these aren’t rare. And banks (are supposed to) keep sufficient reserves to protect themselves.
But over the last five years, lending standards got so bad that banks lost an extraordinary amount of your money. And confidence across the whole system has been shaken. We’ve already seen bank runs all over the world. Some have looked like the movie scene above—IndyMac in CA, Northern Rock in the UK, Bank of East Asia in Hong Kong. While there were no pictures on TV, WaMu had its own bank run as depositors withdrew $16.7 billion in the nine days leading up to September 25th. The bank failed and was sold to JP Morgan.
There have been far larger bank runs, however. Fannie and Freddie were put out of business when creditors stopped lending to them, the five investment banks and AIG disappeared because they lost access to capital.
The next dominoes to fall may be National City and Wachovia here in the U.S., Bradford and Bingley in the UK, and Fortis in Belgium. Wachovia’s balance sheet is larger than WaMu’s, itself 8x larger than the previously largest bank failure. At $871 billion, Fortis’s balance sheet is larger than the two countries in which it is based (Belgium GDP = $343 billion; Netherlands GDP = $529 billion).
If WaMu can fail, and Wachovia is next, can Citigroup be so far behind?
My point is, it may only be a matter of time before YOU lose confidence in your bank and decide it’s safer to keep your money under your mattress. FDIC insurance is comforting, sure. But if I think my bank is going out of business, I’ll have my money now thank you very much. If everyone decides to do this simultaneously, the worldwide financial system literally ceases to function. You lose access to whatever money you’ve saved in the bank. Companies everywhere fail to make payroll.
Economic activity doesn’t just slow down. It stops.
That’s why everyone in Washington is panicking. They see bank runs spreading everywhere, from “Wall Street to Main Street” so to speak.
And they hope that passing a massive bailout will arrest the confidence contagion spreading through the banking system.
As regular readers know, I’ve been pessimistic for some time. And I don’t see this government bailout as a solution. The government may have to spend a nearly unlimited amount of money to bail out “the system.” We’re talking well north of a trillion dollars. That’s money the Feds don’t actually have. They have to borrow it. What if they can’t? What if they borrow so much that interest rates spike and they have to resort to printing money in order to bail out depositors? Now we’re talking higher inflation…..
Either way YOU could lose a lot of money, as your assets/deposits fall in value or disappear when your bank fails or as your purchasing power disappears when hyperinflation destroys the value of American currency.
This is the situation everyone’s facing. And it’s why people at the highest levels of government and finance are panicking.
It’s also why I’ve published contingency plans.

Las bolsas asiáticas caen con fuerza tras el desplome de Wall Street

Beijing /Tokio/Manila (EFE).- Los mercados de Asia registraron fuertes caídas en la apertura de hoy, arrastradas por lo ocurrido ayer en Wall Street, tras el rechazo al plan de rescate del Gobierno de los EEUU para superar la crisis financiera.
La negativa de la Cámara de Representantes estadounidense a aprobar el proyecto presentado por el presidente Bush hundió ayer el índice Dow Jones, que perdió un 6,98 por ciento y registró la mayor bajada en puntos de su historia: 777,68 puntos.
El efecto en las bolsas de todo el mundo no se hizo esperar y llega a Asia, en lo que los analistas no han dudado en calificar como un nuevo "martes negro".
La Bolsa de Hong Kong perdía a media sesión 433,02 puntos, 2,42 por ciento, frente a una caída del 5,49 por ciento en la apertura. El índice Hang Seng se situó a 17.447,66 puntos en mitad de la jornada, cerca de mínimos históricos pero no tanto como se esperaba por el descalabro de Wall Street.
La Bolsa hongkonesa es muy sensible a los cambios de la Bolsa norteamericana y en las últimas semanas ha registrado fuertes pérdidas, arrastrada por la crisis financiera de EEUU.
El índice Nikkei de la Bolsa de Tokio se desplomó hoy en la apertura un 4,07 por ciento al perder 477,90 puntos hasta 11.265,71 puntos. Esa caída se agravó minutos después al perder 579,87 puntos, o un 4,94 por ciento, hasta 11.163,74 puntos.
La Bolsa de Seúl también abrió con grandes pérdidas al bajar el Kospi 69,96 puntos, el 4,8 por ciento, hasta 1.386,4 puntos.
El indicador de valores tecnológicos Kosdaq también bajó el 5,2 por ciento en la apertura al perder 23,49 puntos hasta 422,56 puntos.
Los más afectados en el parqué de Seúl fueron el sector financiero, las compañías de acero e incluso grandes exportadores, como Samsung, que cedió un 4,41 por ciento, o Hyundai Heavy Industries, que bajó el 6,64 por ciento.
Por otra lado, en Australia y Nueva Zelanda, las bolsas bajaron más de un cuatro por ciento durante la apertura.
El primer ministro australiano, Kevin Rudd, se apresuró a pedir a los senadores estadounidenses que vuelvan a las negociaciones lo más pronto posible para aprobar el plan y evitar el desangre de los parqués.
"Nuestra actitud ante la crisis, al igual que otros amigos y aliados de Estados Unidos, es la de urgir al Congreso de Estados Unidos a que pase ésta u otra medida similar antes de final de semana", dijo el mandatario australiano.
"Los mercados asiáticos son muy dependientes de lo que pasa en Estados Unidos. Especialmente, los de Malasia", dijo hoy Kaladher Govindan, analista jefe de la compañía de inversión malasia TA Securities.
"Lo que importa ahora es cómo dar la vuelta al fenómeno, si el Gobierno estadounidense propondrá un plan alternativo o no", añadió el experto.
En Malasia, el indicador compuesto KLCI de la plaza bursátil de Kuala Lumpur recortó 17,10 puntos, equivalentes al 1,68 por ciento, y abrió en 1.002,62 puntos.
El resto de plazas también registraron profundas pérdidas.
En Vietnam, el índice VNIndex de la plaza bursátil de Ciudad Ho Chi Minh (antigua Saigón) restó 22,20 puntos, el 4,63 por ciento, hasta quedar en 456,8 .
En Singapur, el índice Straits Times de la ciudad-estado cayó 86,39 puntos, el 3,66 por ciento, en la apertura, que lo dejaron en 2.274,95 puntos.
En Filipinas, el índice PSEI de la bolsa de valores de Manila perdió 67,38 puntos en los primeros minutos de negociación, el 2,58 por ciento, hasta 2.540,20 puntos.
En Tailandia, el índice SET de la Bolsa de Bangkok descendió hasta 575,49 puntos,tras perder 25,80, el 4,2 por ciento.
En Indonesia, la Bolsa permaneció cerrada por ser festivo.

La crisis de los Estados Unidos no tendría gran impacto en el Perú

El gerente de Estudios económicos del BBVA Hugo Perea, lamentó que no se haya aprobado en el Congreso de los Estados Unidos el paquete de rescate financiero de 700.000 millones de dólares, propuesto por la administración de George Bush, porque ocasionaría una crisis mayor a en dicho país.
Respecto al impacto que tendría la crisis de los Estados Unidos en el mercado local el especialista de BBVA dijo en el programa "Rumbo Económico" que "afortunadamente ya no dependemos comercialmente de Estados Unidos como antes, por lo cual la crisis no nos afectaría demasiado".
Asimismo, Perea explicó que el paquete de rescate representa 6 veces el PBI del Perú, lo cual preocupa a la ciudadanía norteamericana porque si este plan no funciona, todo ese dinero afectaría al bolsillo del contribuyente a través de mayores impuestos.
Por su parte, Felipe Vásquez de Velasco, gerente general de Interfondos de la empresa de Fondos Mutuos del Grupo Interbank, compartió la posición del especialista de BBVA y dijo que "la realidad de la economía del Perú, ha cambiado y actualmente dependemos en menor porcentaje de la economía de Estados Unidos, aunque sí de la economía de China".
A su vez, agregó que aunque hay cierto nerviosismo por lo que está pasando en Estados Unidos, aún se mantiene la esperanza de que esta situación se supere.
Por su parte, el economista Bertrand Delgado Calderón de IDEA Global, manifestó que la economía latinoamericana, se vería afectada por la restricción de la capacidad de crédito, aunque negó que alguno de los países latinos, puedan caer en una recesión profunda ni este, ni el próximo año.
Por otro lado, Germán Alarco, investigador de Centrum Católica, señaló que todo el mundo centra la crisis norteamericana en un problema del mercado hipotecario, pero explicó que hay un problema estructural en la economía que requiere de mucha demanda y gasto
