NUEVA YORK – Del 1 al 3 de junio, Japón será el anfitrión de la quinta reunión de la  Conferencia Internacional de Tokio sobre el Desarrollo de África  (TICAD, por su nombre en inglés) La reunión es un recordatorio de que, mientras que el resto del mundo se obsesiona con los afanes económicos de Europa, con la parálisis política de los Estados Unidos, y la desaceleración del crecimiento en China y en otros mercados emergentes, sigue existiendo una región – el África subsahariana – donde la pobreza es casi la regla, no la excepción.

Desde el año 1990 al 2010, el número de personas que viven en situación de pobreza (con $1,25 dólares por día) a lo largo del África subsahariana aumentó de menos de 300 millones hasta llegar a cerca de los 425 millones, mientras que la cantidad de personas que viven con menos de 2 dólares al día creció de 390 millones a casi 600 millones. Sin embargo, aún así durante este periodo la proporción de los que viven en la pobreza se redujo del 57% al 49%.
Los países desarrollados repetitivamente han incumplido sus promesas comerciales o de ayuda. Sin embargo, Japón, que todavía se encuentra sufriendo a causa de dos décadas de malestar económico, de alguna manera ha logrado continuar su participación activa y comprometida – no porque ello responda a sus intereses estratégicos, sino con el fin de cumplir con un imperativo moral genuino, concretamente, aquel que dicta que los que están en mejor situación deben ayudar a los necesitados.
África en la actualidad presenta un panorama mixto. Hay algunos éxitos notables – desde el año 2007 al 2011, cinco de los diez países de más rápido crecimiento en el mundo con una población de más de 10 millones estaban ubicados en el África. Y el progreso de estos países no se basó únicamente en los recursos naturales.
Entre los países con mejores resultados se encuentra Etiopía, país donde el PIB creció en aproximadamente un 10% anual en el periodo de cinco años que concluyó en el año 2011, y también entre estos países se encuentran Ruanda, Tanzania y Uganda, países donde la producción anual ha crecido en más de un 6% durante una década o más. Sin embargo, si bien algunas fuentes indican que ahora existen más familias de clase media en el África (definidas como familias que tienen ingresos anuales superiores a los $20.000) que en la India, el continente también incluye a países que tienen los mayores niveles de desigualdad del mundo (highest levels of inequality).
La agricultura, rubro del que dependen muchísimas de las personas pobres, no ha estado teniendo un buen desempeño. Los rendimientos por hectárea se han estancado. Sólo el 4% de las tierras de cultivo que son arables y permanentes cuentan con irrigación (4% of arable and permanent cropland is irrigated), en comparación al 39% de las ubicadas en Asia del Sur y el 29% en Asia del Este. El uso de fertilizantes en África asciende a tan sólo 13 kilogramos por hectárea, en comparación con 90 kilogramos en Asia del Sur y 190 kilogramos en Asia del Este.
Lo más decepcionante es que incluso los países que han puesto sus asuntos macroeconómicos en orden y han logrado avances en cuanto a la gobernabilidad han tenido dificultades para atraer inversiones que no estén dirigidas al sector de los recursos naturales.
El compromiso de Japón es especialmente importante no sólo en términos monetarios y de apoyo moral, sino también porque África puede aprender algo de la experiencia de desarrollo de Asia del Este. Hoy en día, esto puede tener una relevancia muy particular, ya que el aumento de los salarios y la apreciación del tipo de cambio en China ponen en relieve el rápido cambio en las ventajas comparativas y competitivas a nivel mundial.
Algunas operaciones de manufactura se trasladarán fuera de China, y África tiene la oportunidad de capturar una fracción de las mismas. Esto es especialmente importante, dado que en los últimos 30 años, el África subsahariana ha atravesado por un periodo de desindustrialización. De hecho, hasta finales de la década del 2000 – en parte debido a las políticas de ajuste estructural impulsadas por las instituciones financieras internacionales – el sector manufacturero de las economías africanas en desarrollo mensurado como una proporción del PIB mostró cifras menores en comparación a las del año 1980.
Pero el auge del sector manufacturero no sucederá por sí solo. Los gobiernos africanos deben emprender políticas industriales para ayudar a reestructurar sus economías.
Estas políticas han sido motivo de controversia. Algunos argumentan que el gobierno no es bueno para seleccionar a ganadores. Algunos sostienen que no hay ninguna diferencia si un país produce papitas fritas o chips de computadoras.
Ambas perspectivas están mal guiadas. El objetivo de dichas políticas es abordar las bien conocidas limitaciones en los mercados – por ejemplo, las importantes externalidades de aprendizaje, ya que las habilidades que son relevantes para una industria benefician a las industrias vecinas.
El objetivo de las políticas industriales es identificar estos efectos colaterales, y los gobiernos han hecho un trabajo muy creíble al respecto. En los Estados Unidos, el gobierno promovió la agricultura en el siglo XIX, con el apoyo de la primera línea telegráfica (entre Baltimore y Washington, línea que se presentó en el año 1844) y la primera línea transcontinental, lanzando así la revolución de las telecomunicaciones, y posteriormente nutrió a la revolución de Internet. Inevitablemente, el gobierno – a través de sus infraestructuras, leyes y reglamentos (incluyendo su sistema de impuestos), y el sistema educativo – da forma a la economía. Por ejemplo, las leyes estadounidenses de bancarrota y de impuestos, junto con las políticas de desregulación, alentaron de manera efectiva la creación de un sector financiero hipertrofiado.
Con recursos tan escasos, los países en desarrollo no pueden permitirse el lujo de hacer tales desperdicios. Ellos tienen que pensar cuidadosamente acerca de la dirección futura de sus economías – deben pensar acerca de sus ventajas comparativas dinámicas.
Los países en desarrollo más exitosos del mundo – los de Asia del Este – simplemente hicieron eso, y entre las lecciones que deben compartirse están las relativas a la forma en que llevaron a cabo sus políticas industriales en una época en la que sus gobiernos carecían de la sofisticación y profundidad de talentos que poseen en la actualidad. Las deficiencias en la gobernanza pueden afectar los instrumentos de la política industrial, pero no el uso de dicha política industrial.
Japón también tiene otras lecciones que enseñar. Los elementos clave de la estrategia de desarrollo de Japón –incluyendo su énfasis en la educación, la igualdad y la reforma de la tierra – hoy en día son incluso más importantes en África. El mundo ha cambiado mucho desde que el Asia del Este comenzó su notable transición evolutiva hace más de medio siglo; y las diferencias en la historia, las instituciones, y las circunstancias significan que las políticas deben adaptarse a las condiciones locales.
Pero lo que está claro es que Japón y otros países del Asia del Este siguieron un curso marcadamente distinto del recomendado por el neoliberal "Consenso de Washington". Las políticas de los países del Asia del Este funcionaron; y con demasiada frecuencia, las políticas del Consenso de Washington fracasaron de manera miserable. Los países africanos se beneficiarán si reflexionan sobre los éxitos y fracasos y sobre lo que dichos éxitos y fracasos significan para sus propias estrategias de desarrollo.

Los precios del oro y la plata se hunden hasta niveles de 2010

Lingotes Oro Plata(OroyFinanzas.com) –La cotización de la plata está sufriendo una severa corrección en las últimas semanas. En este momento, la cotización de la plata-papel se está hundiendo un 7% hasta llegar a los 20,69 dólares la onza. La ratio cotización oro-plata está en máximos desde agosto de 2010, marcando 64,89 al inicio de sesión en el mercado de Singapur.
En lo que llevamos de año, el precio de la plata ha caído un 30%, gracias a una masiva liquidación de contratos cuyo subyacente es plata física. Así lo aseguran diversas fuentes consultadas por Bloomberg, las cuales cuentan que se han liquidado 21.798 posiciones cortas por parte de hedge funds, lo que supone un 20% más con respecto al mismo período en el mes de abril según la US. Commodity Futures Trading Commission.
Este comportamiento corrector en el precio de la plata también se está dando en el precio del oro papel como en el oro físico. En este momento, el oro está cotizando en los 1.338,85 dólares la onza, cayendo por octava sesión consecutiva y una caída del 1,5% intradía.
El análisis de este comportamiento del mercado del oro y la plata no es sencillo ni evidente. Observamos un movimiento muy claro de reservas de los metales preciosos hacia lugares donde nunca antes hubo tanta demanda y, por otro lado, los inversores están optando cada vez más por el oro y la plata físicos más que por los certificados. En general, la desconfianza hacia el papel y su convertibilidad hace que, en el inicio de un proceso inflacionario y una guerra de divisas, los individuos quieran poseer ellos mismos el metal para evitar episodios de inconvertibilidad.
OroyFinanzas.com ha informado durante años de las oportunidades y ventajas de invertir en oro y plata. Los fundamentales para esta inversión se mantienen hoy, al igual que se mantenían hace un año y dos años. La realidad es que el oro tiene, sin duda alguna, potencial alcista a largo plazo y en su relación con las distintas divisas mundiales. En el corto plazo, sin embargo, el mercado de oro y plata se está reordenando y convirtiéndose en un mercado mucho más anclado en el comercio del oro y plata físicos más que comerciar con los certificados.
Según algunos analistas a pesar de las continuas bajadas en los precios, el valor –lo que el mercado está dispuesto a pagar por los metales preciosos- se recuperará progresivamente a largo plazo, aunque otros señalan que antes de que eso llegue el precio del oro podría bajar hasta 1.200 dólares la onza.
